PURPOSE: THE SOCIAL IMPACT PARTNERSHIPS TO PAY FOR RESULTS ACT (SIPPRA) WAS ENACTED AS TITLE VIII OF DIVISION E OF THE BIPARTISAN BUDGET ACT OF 2018 TO PROVIDE COMPETITIVE GRANTS TO STATE AND LOCAL GOVERNMENTS FOR PROJECTS THAT PRODUCE ONE OR MORE MEASURABLE, CLEARLY DEFINED OUTCOMES THAT RESULT IN SOCIAL BENEFIT AND FEDERAL, STATE OR LOCAL SAVINGS, AND GRANTS TO PAY FOR INDEPENDENT EVALUATORS FOR SUCH PROJECTS. SIPPRA ALSO PROVIDES GRANTS FOR FEASIBILITY STUDIES. ACTIVITIES TO BE PERFORMED: SIPPRA RECIPIENTS WILL RECEIVE PAYMENT UNDER THE PROJECT GRANT IF THEY ACHIEVE ONE OR MORE OUTCOMES SPECIFIED IN THEIR APPROVED PROJECT PLAN, AND SUCH OUTCOMES ARE VALIDATED BY AN INDEPENDENT EVALUATOR. Social Impact Partnerships to Pay for Results Act (SIPPRA) Projects
The Department of the Treasury is seeking applications from state and local governments for competitive project grants under the Social Impact Partnerships to Pay for Results Act program. This program aims to improve outcomes in the areas of employment, education, health, and family stability for children through social programs that utilize an independent evaluator. To receive outcome payments of up to 10 years following implementation, grantees must achieve predetermined performance metrics according to the independent evaluation. A minimum of 50% of awarded funds must benefit children. State and local governments can apply for up to $40.9 million in funding for social programs and receive up to 15% of their award in advance for the required independent evaluation, which will be paid regardless of performance. Applications are due April 15, 2024 and awards will be issued by October 2024 following a multi-step review process. Treasury expects to award approximately $40.9 million for social programs and $6.1 million for related independent evaluation costs. Supporting Global Healthcare Systems and Sustainable Development for HIV Epidemic Control
Forecast - Implement a capacity-building program between U.S. based HRSA providers and U.S. President's Emergency Plan for AIDS Relief (PEPFAR) supported clinical sites to further strengthen the PEPFAR Program through onsite support related to gap areas and on-going virtual technical assistance.This program will share HRSA-funded best practices and expertise to address identified gaps and barriers impeding HIV epidemic control.
