THIS PROJECT INCLUDES CONSTRUCTION OF A 1.0 MILLION GALLONS PER DAY (MGD) ADVANCED WATER PURIFICATION FACILITY (AWPF) TO TREAT WASTEWATER EFFLUENT FROM THE CARPINTERIA SANITARY DISTRICT WASTEWATER TREATMENT PLANT (CSD WWTP). THE PROJECT WILL PRODUCE NUMEROUS BENEFITS: 1) MAXIMIZE THE BENEFICIAL REUSE OF RECYCLED WATER SUPPLIES THROUGH RECHARGE OF THE CARPINTERIA GROUNDWATER BASIN, 2) CREATE A LOCAL SUPPLY OF POTABLE WATER THAT IS RESILIENT TO DROUGHT AND DISRUPTIONS CAUSED BY NATURAL DISASTERS, 3) REDUCE RELIANCE ON WATER SUPPLY EXPORTS FROM THE BAY-DELTA THUS IMPROVING THE ECOSYSTEM, 4) ADAPT TO ANTICIPATED CACHUMA PROJECT DELIVERY REDUCTIONS DUE TO MORE COMPETITION FOR THIS SUPPLY, DROUGHT AND OTHER FACTORS, 5) LIMIT POTENTIAL SEAWATER INTRUSION INTO THE AQUIFER, AND 6) REDUCE DISCHARGE TO THE PACIFIC OCEAN.THE PROJECT WILL INCREASE THE DISTRICTS POTABLE WATER SUPPLY BY AN AVERAGE OF 1,050 ACRE-FEET PER YEAR (AFY) AFTER IMPLEMENTATION. THIS ADDS AN ADDITIONAL 52,500 AF OF POTABLE WATER SUPPLY OVER THE LIFE OF THE PROJECT, PROVIDING APPROXIMATELY 25 OF THE DISTRICTS WATER SUPPLY NEEDS.THIS AGREEMENT COVERS THE ACTIVITIES NECESSARY FOR THE CONSTRUCTION OF THE CARPINTERIA ADVANCED PURIFICATION PROJECT. THE CARPINTERIA ADVANCED PURIFICATION PROJECT IS A POTABLE REUSE PROJECT THAT WILL AUGMENT THE CARPINTERIA GROUNDWATER BASIN WITH ADVANCED TREATED RECYCLED WATER. THE PROJECT INCLUDES PLANNING, DESIGN, AND CONSTRUCTION OF A 1.0 MGD AWPF TO TREAT WASTEWATER EFFLUENT FROM THE CSD WWTP. THE PROJECT WILL INCLUDE THE AWPF (WITH MEMBRANE FILTRATION, REVERSE OSMOSIS, AND AN ADVANCED OXIDATION PROCESS), A PURIFIED WATER PUMP STATION, ROUGHLY 9,000 FEET OF PIPELINE, TWO INJECTION WELLS, AND UP TO FOUR MONITORING WELLS.
