About this program
The Department of the Interior Bureau of Reclamation is awarding grants for planning, design, and construction of water recycling and desalination projects under the WaterSMART Water Recycling program (CFDA 15.504), with the most recent award issued on February 23, 2026.
The program funds concrete water infrastructure development: advanced water purification facilities treating wastewater to potable standards for direct or indirect reuse, brackish and seawater desalination plants, recycled water conveyance pipelines and storage reservoirs, groundwater recharge and injection well systems, and wastewater treatment plant upgrades to enable recycling. Recent awards demonstrate the scope—the City of Peoria, Arizona received $39.8 million for reclaimed water pipeline construction and recovery wells; the City of San Buenaventura received $363.2 million for an advanced water purification facility and ocean outfall pump station; and the Calleguas Municipal Water District received $30.3 million for brackish groundwater desalination producing 4,684 acre-feet annually.
The program is predominantly Cooperative Agreements (63% of 516 awards since 1994) and Project Grants (36%), with the Bureau of Reclamation as the sole funding agency. Federal dollars obligated total $1.46 billion against combined federal and non-federal totals of $11.82 billion, indicating substantial cost-sharing from recipients. Award activity has accelerated—2024 saw 34 awards, 2025 saw 12, with 2 awards in early 2026. Typical project awards range from $500 thousand to over $500 million for large-scale programs; representative mid-range construction awards fall between $20 million and $100 million.
Two major opportunities are currently open: R26AS00079 (Title XVI Water Reclamation and Reuse Projects, due August 26, 2027) solicits planning, design, and construction proposals from state, local, and tribal water authorities in the West and territories; and R25AS00322 (Large-Scale Water Recycling Projects, due May 13, 2026) targets projects with total costs of $500 million or greater, offering up to 25 percent federal cost share with no per-project funding cap. Eligible applicants are state, regional, local authorities, municipalities, water districts, irrigation districts, wastewater districts, and tribal governments located in 20 western states and U.S. territories. Federal and non-federal entities, individuals, and institutes of higher education are not eligible.
