THE PUBLIC PURPOSE OF THE DESALINATION WATER INFRASTRUCTURE IMPROVEMENTS FOR THE NATION WIIN ACT PROJECTS ARE TO ADDRESS WATER RESOURCES INFRASTRUCTURE THAT IS CRITICAL TO THE NATION S ECONOMIC GROWTH, HEALTH, AND COMPETITIVENESS TO SUPPORT STAKEHOLDER EFFORTS TO STRETCH SCARCE WATER SUPPLIES AND AVOID CONFLICTS OVER WATER THE PROJECT WILL DELIVER A NEW WATER SUPPLY TO OFFSET COSTLY AND ENVIRONMENTALLY FRAGILE IMPORTED SURFACE WATER SUPPLIES THAT ARE CURRENTLY DELIVERED FROM THE COLORADO RIVER AND NORTHERN CALIFORNIA THE PROPOSED WATER SUPPLY WILL BE CONSISTENTLY AVAILABLE EVEN DURING DROUGHT PERIODS ADDITIONALLY, THE PROJECT WILL BENEFIT BY PROVIDING A RESILIENT AND LOWER COSTS WATER SUPPLY THAT WILL REDUCE WATER RATE PRESSURES IN THE RECIPIENT S SERVICE AREA THE OBJECTIVES FOR THIS PROJECT ARE TO CONSTRUCT A CENTRALIZED AND WELL HEAD WITH A CAPACITY TO REMEDIATE THE BRACKISH WATER, THAT ARE TRAPPED IN THE WEST COAST GROUNDWATER BASIN, OF UP TO 20,000 ACRE FEET PER YEAR AFY THE PROJECT IS BROKEN INTO TWO PHASES THIS AGREEMENT COVERS THE PHASE 1 ACTIVITIES NECESSARY FOR THE DEVELOPMENT OF THE PRELIMINARY PROJECT DESIGN INCLUDING PRELIMINARY ENGINEERING, PILOT TESTING OF THE SCALE SYSTEM, ALTERNATIVE PRETREATMENT SELECTION, COMPLETION OF THE FINAL DESIGN AND ENGINEERING, AND COMPLETION OF THE ENVIRONMENTAL COMPLIANCE OF THE PROJECT THE PROJECT WILL REMEDIATE BRACKISH WATER OFFSETTING THE NEED FOR IMPORTED WHILE SUPPORTING OPERATIONAL FLEXIBILITY AND INCREASING WATER AVAILABLE TO ENDANGERED SPECIES THE PROJECT WILL INCLUDE A SERIES OF BRACKISH WATER EXTRACTION WELLS AND A REGIONAL DESALTER FACILITY THAT WILL PROVIDE A NEW LOCAL POTABLE WATER SUPPLY PHASE 2 OF THE PROGRAM WILL BE COMPRISED OF THE CONSTRUCTION AND INSTALLATION OF PERMANENT FACILITIES INCLUDING EXTRACTION WELLS, SOURCE CONVEYANCE, A DESALTER FACILITY, DISTRIBUTION PIPING, AND A BRINE DISCHARGE SOLUTION AND MAY BE SELECTED FOR FUTURE FUNDING
