THE COUNCIL WILL PLANT TREES AND VEGETATION AND INSTALL PERMEABLE PAVEMENT AND UNDERGROUND INFILTRATION CHAMBERS TO CAPTURE AND PASSIVELY FILTER URBAN RUNOFF ALONG 0.65 MILES OF MERCED AVENUE, REDUCING URBAN POLLUTANT LOADS DISCHARGED DOWNSTREAM INTO THE RIO HONDO RIVER, THE SAN GABRIEL RIVER, AND LEGG LAKE WITHIN WHITTIER NARROW RECREATION AREA, AND CONTRIBUTING TO GROUNDWATER AUGMENTATION OF THE SAN GABRIEL EAST BASIN.
