About this award
The National Park Service's Department of the Interior awarded $1,378,000 through the Outdoor Recreation Acquisition, Development and Planning program (CFDA 15.916) to the Arizona Department of Parks & Trails on August 20, 2025, for park development improvements at Keiller Park in Willcox, Arizona. The award operates through the Land and Water Conservation Fund (LWCF) State and Local Assistance Program, which is funded by offshore oil and gas lease revenues rather than federal appropriations. As the primary recipient, Arizona State Parks & Trails provided a subaward to the City of Willcox effective January 16, 2026, to implement Phase 2 of the project through an ultimate completion date of August 19, 2027.
The subaward funds direct improvements to the 18.26-acre municipal park facility that serves the general public across all age groups and ability levels. Phase 2 deliverables include construction of shade structures, renovation of showers and restrooms at the pool, completion of hardscape and landscape features around the pool area, renovation of playground restrooms, repair of the ramada's wood columns, installation of scoreboards, renovation of concession stands, and replacement of fencing around the ball fields. These improvements supplement Phase 1 enhancements completed in October 2024, which included construction of a pool and splash park, LED lighting upgrades for three baseball/softball fields, and installation of drinking fountains, grills, exercise equipment, and playground amenities. The project addresses cost overruns from the original plan and enhances the park's accessibility, safety, and overall functionality for the Willcox community.
