Description

NVT serves the community of tetlin a traditional athabascan village located in eastern interior alaska. NVT proposes to use national telecommunications and information administration (NTIA) tribal broadband connectivity program (TBCP) funds to establish a tribal affordability program (TAP) providing tribal households, tribal facilities, and tetlin-based facilities serving tribal members with high-speed, fiber-FED broadband service, and preventing disconnection of existing service. Service would be provided by alaska power & telephone company (AP & T) the only provider of fiber-FED broadband within the community, and sole facilities-based provider. Through the program, NVT will purchase a credit from AP & T that will be applied to tribal member accounts for a period of up to 4 years. The program would be modelled on the NTIA-funded, NTIA-approved program that the skagway traditional council (STC) and AP & T are implementing successfully nearby in southeast alaska, in the community of skagway. The STC project sets an excellent precedent for nvts program. NVT proposes to copy the STC program as closely as possible, for purposes of administrative efficiency. NVT will copy the STC-AP & T memorandum of understanding, reporting methods, and accounting methods. Reasonable modification can occur upon request by NTIA. Tetlin has approximately 400 enrolled tribal members. Its staff have identified 52 tribal households and 10 tribal facilities in the tetlin community and surrounding region that IT expects to participate within the tribal affordability program during the period of performance.
