The U.S. Department of Housing and Urban Development (HUD) awarded a $212,921 Continuum of Care (CoC) Program grant (CFDA 14.267) to Underground Railroad, a non-profit organization in Saginaw, Michigan, on March 11, 2025. The purpose of the CoC Program is to promote community-wide efforts to quickly rehouse homeless individuals and families while minimizing trauma and promoting self-sufficiency.
Through this Project Grant award, Underground Railroad will provide a range of eligible CoC Program activities, including permanent supportive housing, transitional housing, supportive services, and homeless management information systems (HMIS). These services aim to decrease homelessness in the Saginaw community by shortening the length of time individuals and families experience homelessness and facilitating more exits to permanent housing. Underground Railroad also receives significant sub-awards from the Michigan Department of Health and Human Services and the Office on Violence Against Women to operate domestic violence emergency shelters, transitional supportive housing, and supervised visitation programs for survivors of domestic violence.
