About this award
The Substance Abuse and Mental Health Services Administration awarded The McShin Foundation $349,942 on September 30, 2026, under the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490) to deliver the McShin Recovery Works Project serving incarcerated adults with substance use disorders and co-occurring mental health conditions.
The project serves approximately 190 unique individuals over three years who are incarcerated at Rappahannock-Shenandoah-Warren Regional Jail or Piedmont Regional Jail and assessed as having substance use disorders and/or co-occurring disorders, initiating recovery while incarcerated, and requesting post-release support. The McShin Jail Outreach Team identifies and enrolls participants within the facilities. The project delivers recovery-focused supports to participants and their family members and concerned significant others, collaborates with health, housing, and employment partners, develops the peer recovery workforce, and establishes recovery-ready workplaces to foster long-term recovery for high-risk, high-need enrollees. The geographic service area encompasses Henrico, Hanover, Chesterfield, Rappahannock, Shenandoah, and Warren counties served by the first jail, and Amelia and rural counties of Buckingham, Cumberland, Lunenburg, Nottoway, and Prince Edward served by Piedmont Regional Jail.
Performance extends from September 30, 2026, through September 29, 2029, with place of performance in Richmond, Virginia.
Description
Mcshin recovery works project- (BCOR-26) - the mcshin foundation's recovery works project (mcshin RWP) will serve adults (18+) 190 unique individuals over the three project years who are incarcerated at one of two regional jail facilities (rappahannock, shenandoah and warren counties (RSWRJ) or piedmont regional jail (PRJ) ) and who, through the mcshin jail outreach team (mcshin JOT) within these facilities, are assessed as 1) suffering from substance use disorders (SUDS) and/or CO-occurring (SUD/MHD/COD), 2) initiating their recovery while incarcerated and 3) requesting on-going supports to extend their recovery tenure post-release. Mcshin RWP will also provide recovery-focused supports to family member/concerned significant others (FM/CSO's), collaborate with essential health, housing and employment partners, including the on-going development of the peer workforce and the on-going development of recovery-ready workplaces to foster long-term recovery for high risk/high need enrollees. The geographic service area are counties of henrico, hanover, chesterfield, rappahannock, shenandoah, warren (RSWRJ GSA) and amelia and the rural counties of buckingham, cumberland, lunenburg, nottoway, and prince edward, served by the piedmont regional jail (PRJ GSA). Mcshin RWP anticipates the following participant population: 69% will be male; ages will range from 18-64, with a median age of mid-thirties and a majority of participants will be caucasian, though, as per this nofo and executive order 14168, mcshin RWP will not utilize racial preferences and SEX of individual as a selection criterion for program participation. Mcshin RWP will serve high-need, high risk individuals with prior involvement in the criminal justice system and have recidivated due to a relapse, in keeping with samhsa's strategic priorities of preventing substance misuse, abuse, and addiction and helping individuals achieve long-term recovery and sobriety. Mcshin RWP is grounded in fostering long-term recovery through its 4 key project goals of 1) increasing the incarcerated individual's knowledge and skills to effectively partner in their own recovery and successfully utilize recovery-oriented services during and after confinement, including prss, RSS, employment, housing and community health supports (i.e., medical care, smoking cessation, etc.), 2) providing FM/CSO's with support in their recovery roles, 3) expanding peer workforce opportunities and recovery ready workplaces and 4) collaborating with local, state and federal partners to strengthen recovery systems of care. Mcshin RWP will provide direct prss/RSS in the 2 jail sites for 190 individuals with SUD/MHD/COD who are initiating their recovery while incarcerated, provide on-going prss/RSS and linkages to community-based recovery supports, including housing and employment programs for these individuals post-release; provide weekly craft-based recovery support groups to FM/CSO's (50 per year); provide tuition support for 6 peers a year (18 in total) who are interested in pursuing their virigina certification as peer recovery specialist (CPRS); provide 4 recovery-ready workforce training sessions (12 total) to increase knowledge of and movement towards expansion of RRW workplaces and expand local recovery networks within the two regional service areas by expanding the number and types of organizations collaborating in local recovery system of care.
