The expansion program will be implemented in the following three suburban drug court treatment courts: fourth municipal district (maywood, fifth municipal district (BRIDGEVIEW), and the sixth municipal district (MARKHAM). This network of suburban drug courts has been in operation in cook county, illinois since 1998. The three courts maintain an aggregate average active caseload of approximately 69 participants. The program will target adult men and women (age 18 and older) who (1) are arrested/charged with a new non-violent, drug-related felony offense and are diagnosed with substance use disorder; (3) have accepted they have a drug problem; (4) are willing to participate in treatment; and (5) have not been convicted of a violent crime within the past 10 years. The program will expand the court's current substance use disorder (SUD) treatment services, including residential treatment services, mat, and long-term recovery housing. This will be achieved through targeted activities designed to meet specific process objectives over a 5-year period. The program will be guided by the following objectives: 1A. Identify and place 200 unduplicated high-risk/high-need individuals with a substance use disorders in adult drug treatment capacity expansion services during the five-year funding period (40 per year in years 1-5). 1B. Expand access to residential substance use disorder treatment services to 45 unduplicated drug court participants during the five-year funding period. 1C. Expand access to medication-assisted treatment (mat) for 55 unduplicated drug court participants during the five year funding period. 1D. Expand access to outpatient treatment services, individual counseling (level I and II) to 100 unduplicated participants and group counseling (level I and II) to 100 unduplicated participants during the five-year funding period. 1E. Expand access to recovery housing services to 100 unduplicated drug court participants during the five-year funding period. The proposed expansion of substance use disorder treatment services will serve 200 unduplicated drug court participant during the five-year project period (40 per year in years 1-5). Currently, the adult drug program is serving 35 participants, if samhsa funding is awarded, the court will be able to expand its SUD treatment capacity to serve an additional five client per year, thus expanding adult drug court participation by 14% from current levels. The adult drug court will expand dedicated access to the SUD services using a network of substance use treatment providers, consisting of haymarket center, gateway foundation, the south suburban council on alcoholism and drug abuse, and westcare. Collectively these treatment providers are geographically accessible to clients in both the west and south suburbs of cook county.
