PROJECT STOP WILL WORK TO PREVENT UNDERAGE DRINKING AMONG YOUTH AGES 12-20, IN CENTRAL, SE AND SW SEATTLE AND THE CITIES OF AUBURN AND BURIEN IN SOUTH KING COUNTY, WA. - NEIGHBORHOOD HOUSE AND THE KING COUNTY DREAM COALITION (DFC COALITION) WILL IMPLEMENT PROJECT STOP TO PREVENT UNDERAGE DRINKING AMONG YOUTH AGES 12-20, IN CENTRAL, SE AND SW SEATTLE AND THE CITIES OF BURIEN AND AUBURN IN SOUTH KING COUNTY, WA WITH A TOTAL POPULATION OF 373,218 PEOPLE, 21% OF WHOM ARE BETWEEN THE AGES OF 9-25 YEARS OLD. DATA INDICATE THAT THESE AREAS HAVE HIGH RISK FACTORS FOR ALCOHOL MISUSE AND THE HIGHEST RATES OF IMPAIRED DRIVING FATALITIES IN THE COUNTY. KING COUNTY IS EXPERIENCING A DRAMATIC RISE IN YOUTH TRAFFIC FATALITIES, THE MAJORITY OF WHICH INVOLVE ALCOHOL. KING COUNTY HAS SEEN A TRIPLING OF TRAFFIC FATALITIES AMONG YOUTH UNDER AGE 25, FROM 16 FATALITIES IN 2019, TO 45 IN 2023, AND 31 IN 2024, THE TWO HIGHEST NUMBERS OF FATALITIES IN A DECADE. OUR PROJECT STOP PROPOSAL SEEKS TO REVERSE THIS TREND. THROUGH A COMMUNITY NEEDS AND GAPS ASSESSMENT WE IDENTIFIED THE FOLLOWING CAPACITY NEEDS IN OUR COMMUNITY THAT OUR PROPOSAL SEEKS TO ADDRESS. #1: INCREASE THE CAPACITY OF THE KING COUNTY DREAM COALITION TO CREATE A DATA-DRIVEN AND EVIDENCE-BASED NEEDS ASSESSMENT, LOGIC MODEL, 12 MONTH ACTION PLAN AND COALITION TRAININGS TO REDUCE UNDERAGE DRINKING AND ASSOCIATED HARMS. #2: INCREASE COLLABORATION WITH COALITION MEMBERS AND 12 SECTORS TO IMPLEMENT DIRECT SERVICES THAT BUILD SKILLS FOR STRONG FAMILY MANAGEMENT, KNOWLEDGE OF PREVENTION ISSUES, YOUTH REFUSAL SKILLS, AND PROVIDE SUPPORT TO YOUTH AND REDUCE OPPORTUNITIES FOR UNDERAGE DRINKING THROUGH ALCOHOL FREE ACTIVITIES. #3: INCREASE ENVIRONMENTAL STRATEGIES FOR COMMUNITY-LEVEL CHANGE THAT ENHANCE ACCESS/REDUCE BARRIERS, CHANGE CONSEQUENCES WITH INCENTIVES/DISINCENTIVES, CHANGE PHYSICAL DESIGN, AND MODIFY/CHANGE POLICIES AND SOCIAL NORMS INCLUDING MEDIA CAMPAIGNS SUCH AS WWW.MOSTSTEERCLEAR.ORG, WWW.HELLOMYFUTURE.ORG & SAMHSA'S TALK THEY HEAR YOU. USING THE STRATEGIC PREVENTION FRAMEWORK AND THE 7 STRATEGIES FOR COMMUNITY-LEVEL CHANGE WE WILL ACCOMPLISH OUR GOALS TO: 1) INCREASE CAPACITY IN OUR COMMUNITY TO FOSTER A LONG-TERM COMMITMENT TO REDUCE UNDERAGE DRINKING; AND 2) ENHANCE COLLABORATION AMONG 12 SECTORS TO CHANGE YOUTH, PEER AND PARENTAL PERCEPTION OF SOCIAL NORMS AND INCREASE PERCEIVED RISKS OF HARM OF UNDERAGE DRINKING THROUGH EVIDENCE-BASED STRATEGIES INCLUDING: YOUTH AND PARENT WORKSHOPS, COMMUNITY EDUCATION EVENTS, TOWN HALLS, POSITIVE NORMS MEDIA CAMPAIGNS & ALCOHOL-FREE EVENTS. MEASURABLE OBJECTIVES FOR THE ENTIRE PROJECT PERIOD INCLUDE 10% INCREASE IN YOUTH PERCEPTION OF RISK/HARM OF DRINKING; 10% REDUCTION IN 30 DAY ALCOHOL USE; 10% INCREASE IN PARENTAL DISAPPROVAL; 10% INCREASE IN PEER DISAPPROVAL OF UNDERAGE DRINKING; AND 10% REDUCTION IN DRIVING UNDER THE INFLUENCE, OVER 4 YEARS BASED ON WA STATE HEALTHY YOUTH SURVEY). EACH YEAR WE WILL INVOLVE 50 YOUTH AND ADULTS IN A NEEDS ASSESSMENT; ENGAGE 200 COMMUNITY MEMBERS IN EVALUATION ACTIVITIES; TRAIN 40 FACILITATORS TO IMPLEMENT SPORT PREVENTION PLUS WELLNESS, GUIDING GOOD CHOICES AND OTHER ALCOHOL PREVENTION PROGRAMS; IMPLEMENT 32 ALCOHOL FREE YOUTH AND FAMILY ACTIVITIES TO 400 PEOPLE; PROVIDE ASSESSMENT/REFERRAL FOR ALCOHOL USE TO 80 YOUTH/PARENTS; AND REACH A TOTAL OF 40,000 PEOPLE IN OUR CATCHMENT AREA THROUGH BILLBOARDS, TRANSIT ADS, MOVIE THEATER TRAILERS, RADIO AND OTHER MEDIA/SOCIAL MEDIA.
