The initiative targets youth ages 9-20 and their families within the two-county catchment area of 24,009 residents, prioritizing youth experiencing behavioral health risk factors including adverse childhood experiences and increased vulnerability to substance use. Capacity-building activities will engage schools, public health agencies, behavioral health providers, youth-serving organizations, prevention coalitions, parents, youth leaders, and other community stakeholders. The project builds sustainable prevention capacity to improve youth behavioral health outcomes and reduce substance use, addressing regional coordination gaps, inconsistent data collection practices, limited prevention infrastructure, and the need for expanded evidence-based prevention strategy implementation through coordinated school and community partnerships.
