The Department of Health and Human Services Substance Abuse and Mental Health Services Administration awarded $250,000 to the Administración de Servicios de Salud Mental y Contra la Adicción (ASSMCA) on September 30, 2026, under the 988 and Behavioral Health Crisis Services Programs (CFDA 93.00R) to strengthen the Puerto Rico 988 Crisis Center's capacity to provide evidence-based follow-up services for individuals experiencing suicide risk, substance use crises, and other behavioral health emergencies. ASSMCA, Puerto Rico's state mental health and substance abuse authority, operates PAS Line, a 24/7 crisis lifeline serving all 78 municipalities of Puerto Rico with a population of 3.18 million. Since 2022, PAS Line has also functioned as the national Spanish-language backup center for the 988 Lifeline. Between 2023 and 2025, PAS Line responded to 24,630 local 988 contacts, including 1,775 suicide-related crises, 713 substance use-related crises, 1,012 veteran-related contacts, and 339 mobile crisis team deployments. The project enhances PAS Line's capacity to deliver timely follow-up services through standardized protocols, rapid follow-up initiation, and individualized follow-up for a minimum of 90 days and up to 12 months as clinically indicated. The award also funds expanded collaboration with hospitals, mobile crisis teams, certified community behavioral health clinics, 911 public safety answering points, and behavioral health providers; workforce development; quality improvement; and strengthened data infrastructure across Puerto Rico's statewide crisis continuum. The period of performance runs from September 30, 2026, through September 29, 2029, with place of performance in Puerto Rico.
