The Department of Health and Human Services Substance Abuse and Mental Health Services Administration awarded United Way of Connecticut, Inc. $250,000 on September 30, 2026, under the 988 and Behavioral Health Crisis Services Programs (CFDA 93.00R) to establish the Crisis Aftercare Linkage and Monitoring (CALM) Care Network. Services include ongoing suicide and overdose risk reassessment, collaborative safety planning, peer support, warm handoffs to crisis stabilization and respite services, linkage to mobile crisis and outpatient behavioral health and substance-use treatment, and monitoring for three to twelve months based on individual need. The initiative targets 988 callers assessed at low, moderate, or high suicide risk; individuals discharged from hospitals following suicidal ideation or attempts; people experiencing substance-use or overdose crises; and referrals from hospitals, emergency departments, emergency medical services, law enforcement, mobile crisis teams, and community providers. Populations of focus include children, youth, young adults, families, adults, older adults, and veterans across behavioral health, child welfare, juvenile justice, criminal justice, health care, and social service systems. United Way of Connecticut's 988 Suicide and Crisis Lifeline Center serves Connecticut's entire population of 3.6 million residents across urban, suburban, and rural areas, with priority attention to the Hartford Capital region, South-Central New Haven, and Naugatuck Valley regions. Performance period is September 30, 2026, through September 29, 2029. Place of performance is Rocky Hill, Connecticut.
