BRIEF DESCRIPTION OF THE TARGET POPULATION THE PROJECT AREA INCLUDES FOUR COUNTIES LOCATED IN THE RURAL AREA OF MICHIGAN COMMONLY REFERRED TO AS THE THUMB. ACCORDING TO THE 2020 U.S. CENSUS, THERE ARE 213,188 RESIDENTS LIVING IN THE THUMB REGION WHICH INCLUDES HURON, LAPEER, SANILAC, AND TUSCOLA COUNTIES. HURON, SANILAC, AND TUSCOLA COUNTIES ARE DESIGNATED RURAL IN THEIR ENTIRETY (POPULATION: 124,675). LAPEER COUNTY HAS SEVEN RURAL CENSUS TRACKS (FIGURE 1) AND 29,891 LAPEER COUNTY RESIDENTS (77%) LIVE IN A RURAL AREA. WE ARE REQUESTING AN EXEMPTION TO SERVICE AREA DELIVERY SITES TO INCLUDE ALL OF LAPEER COUNTY AS THE LARGEST CITY HAS A POPULATION OF ONLY 9,023. THERE IS AN ELEVATED LEVEL OF STIGMA AND MISUNDERSTANDING AROUND SUBSTANCE USE DISORDERS. BARRIERS TO ACCESSING OUD/SUD SERVICES ARE COUPLED WITH THE COMMON CHALLENGES FOUND IN RURAL AREAS SUCH AS ACCESS TO CARE BARRIERS, FEWER PROVIDERS, INADEQUATE INSURANCE COVERAGE, POOR HEALTH STATUS, ADVERSE CHILDHOOD EXPERIENCES, AND POVERTY-RELATED SOCIAL DETERMINANTS OF HEALTH. THE AREA HAS A LOWER MEDIAN INCOME, HIGHER UNEMPLOYMENT, AND LOWER EDUCATIONAL STATUS THAN THE STATE OF MICHIGAN. ACCORDING TO THE CENTER FOR ADDICTION, HIGHER RATES OF POVERTY AND UNEMPLOYMENT ARE TWO KEY COMMUNITY-LEVEL RISK FACTORS FOR ADDICTION. THERE IS A HIGH RATE OF INDIVIDUALS WHO ARE SENIORS, VETERANS, AND DISABLED. THE REGION HAS MINIMAL RACIAL OR ETHNIC DIVERSITY. OVER 96% OF THE POPULATION IS WHITE WITH ABOUT 3% OF THE POPULATION OF HISPANIC ETHNICITY.
