Description

Milpitas carbon neutral homes retrofit program this program will put the cost of single-family home electrification projects within reach of milpitas homeowners by complementing the new financial incentives package that is currently offered by silicon valley clean energy (the city's local community choice energy provider) and increasing the total financial incentive package by up to $3,000 on average. This will significantly drive down the costs of retrofit and create greater access to carbon neutral homes for up to 1,000 milpitas single-family homeowners, and support accelerated decarbonization and reduced greenhouse gas emissions from the milpitas community. Total funding request for this project is $3,000,000. IT has been determined by DOE that the minimum non-federal cost sharing percentage for this project is 0%. Through this project, the city of milpitas will add-on up to an additional $3,000 on average to the svce incentive package. The intent is to cover approximately 40-80% of the total retrofit cost for a homeowner, depending on the retrofits undertaken. Bringing down the capital investment costs for the homeowner at a larger scale is needed to motivate homeowners to take action at a faster pace. All-electric home retrofits on this scale (up to 1,000 of 12,400 total single-family homes in milpitas) will accelerate market transformation and acceptance for all-electric appliances through social norming, word of mouth, and increasing local contractor experience and acceptance due to the scale of this effort. This project will provide financial incentives for homeowners to adopt existing all-electric home technology. Most of the funding will be used for rebates to milpitas homeowners for all-electric home retrofit. A small portion of funding will be used for administration including staffing, outreach and education, and supplies.
