Description

Guams renewable portfolio standard (guam public law 35-46) mandates that the guam power authority provides 50% of its electricity from renewable energy by 2035 and 100% of its energy by 2045 however, GPA is committed to attaining 50% of its energy from renewable sources by 2030 and 100% by 2040.to ensure these goals are met without jeopardizing the reliability of the electrical grid, GPA was awarded an EIC grant for phase 1 of the guam 100 initiative to comprehensively analyze stakeholder-driven scenarios to successfully achieve guams clean energy transition. This project is a partnership between guam and the national renewable laboratory (nrel) to strengthen the islands energy infrastructure and provide options to achieve a renewable, reliable, stable and efficient electric power system. As presented previously, a full guam 100 initiative will require two or more phases to achieve complete results. Phase 1 includes setting up and engaging a stakeholder advisory group, developing a baseline model of gpas power system, initiating distributed energy assessments, and evaluating the relative costs and benefits of several strategies for reaching 100% renewable energy. This proposal covers phase 2, which will build on phase 1 results and provide more detailed analysis of implementation strategies for utility-scale and distributed renewable energy systems (including necessary energy storage and locations), contingency analysis to maintain grid stability, and utility rate impacts of various scenarios. Stakeholder and community engagement will continue to ensure perspectives on scenarios and energy equity are addressed.to help guam reach the goal of 50% electricity purchases from renewable energy by 2035 and 100% by 2045, ensure energy system resilience against future extreme weather events, improve energy justice, and provide inputs to ongoing and future planning efforts, GPA and nrel propose to conduct phase 2 of guam 100. Some of this phase can begin prior to the end of phase 1, and funding this year will ensure timely analysis with no GAP between phases 1 and 2. The overall goal of guam 100 is to identify affordable, technically sound, resilient, and equitable pathways to achieve 100% renewable power without compromising the integrity of the electric grid.
