Description
The guam bureau of statistics and plans (bureau) is submitting a project proposal for funding consideration under the fiscal year 2024 energizing insular communities, cfda 15.875, economic, social, political development of the territories through the U.S. Department of the interior, office of insular affairs, entitled bureau of statistics and plans plug-in hybrid vehicles. The total grant proposal amount is $105,000.the mission of the bureau of statistics and plans is to ensure guams resources are effectively used for the benefit of present and future generations by ensuring consistency among various plans, policies and programs. In this regard, the bureau has the legislative flexibility to appraise, coordinate, prepare and assist in the development of a wide range of plans, policies and studies that further economic, social, land use, environmental and infrastructure goals, priorities and planning activities. Additionally, the bureau is committed to ensure the availability of information and timely statistical indices that will benefit policy and plan development and improve guams economic viability. The funding request in this proposal is to acquire two (2) plug-in hybrid vehicles for use by the bureau of statistics and plans to meet its mission and goals and support guams continued efforts to reduce greenhouse gas emissions and ensure the protection and long-term sustainability of guams natural resources. As the farthest american territory and remote island in the pacific, the protection of guams limited natural resources and ocean environment is critical. We cannot continue to consume our natural resources without far-reaching consequences impacting food security and damage to our ocean resources and marine ecosystem. Recognizing the adverse impacts of greenhouse gas emissions on guams environment and human health, the bureau of statistics and plans is taking proactive measures to reduce guams carbon footprint and mitigate the effects of climate change. The movement from the traditionally gas-powered vehicles to green transportation measuresdemonstrates the bureaus commitment to promote energy efficiency and conservation and provide for a cleaner, healthier environment for the people of guam. The proposed project is supported by guams strategic energy plan and guam energy action plan by identifying and addressing strategies on reducing dependency on fossil fuels, improving energy efficiency, and developing renewable energy resources. Transportation serves as a key energy technology strategy to promote reduced fossil fuel emissions. The two (2) plug-in hybrid vehicles will be procured through the government of guam procurement procedures through an invitation for bid and following 2 CFR 200 requirements.
