The Continuum of Care Program funds efforts to quickly house homeless individuals and families while minimizing trauma and dislocation caused by homelessness, promote access to mainstream programs, and optimize self-sufficiency. Eligible activities span five program components: permanent housing (including permanent supportive housing for persons with disabilities and rapid rehousing), transitional housing, supportive services only, Homeless Management Information Systems (HMIS), and in some cases homelessness prevention. Allowable uses include COC planning activities, unified funding agency costs for fiscal control and accounting, acquisition and rehabilitation of real property for housing or supportive services, new construction, and related capital and operating expenses.
