About this award

Project Grant Summary

The Bureau of Indian Affairs (BIA) awarded $219,688.82 to Healy Lake Traditional Council on September 22, 2025, under the Minerals and Mining on Indian Lands program (CFDA 15.038) to conduct a 12-month feasibility study for extending electrical service to Chiefs Landing, a remote homestead area approximately five miles from the main village in interior Alaska. The study will evaluate infrastructure requirements, route options, permitting needs, and technical design considerations for upgrading the existing single-phase electrical line to a three-phase system. Key deliverables include environmental assessments, preliminary engineering analysis, route analysis, electrical load assessments, and a comprehensive construction cost estimate with funding strategy recommendations to support future implementation of grid-based electrical service. All work will be conducted in alignment with BIA Energy and Mineral Development Program (EMDP) guidelines.

This feasibility study addresses the critical infrastructure need in Chiefs Landing, which currently operates off-grid and relies on expensive, inefficient diesel generators delivered only once annually via ice road. The project will establish the technical and financial viability of electrification, ultimately supporting long-term community resilience, economic development opportunities, improved emergency response capabilities, and tribal energy sovereignty for the Healy Lake region. The award has a completion date of September 21, 2027.

Description

Project description the healy lake village council (hlvc) is proposing a 12-month feasibility study to assess the extension of electrical service to chiefs landing, a remote homestead area located approximately five miles from the main village. The study will evaluate infrastructure requirements, route options, permitting needs, and technical design considerations for upgrading the existing single-phase line to a three-phase system. This planning effort will include environmental assessments, preliminary engineering, and a comprehensive construction cost estimate. All work will be conducted in alignment with BIA emdp guidelines and will result in a strategic roadmap for future infrastructure investment. Need for the project chiefs landing currently operates off-grid, relying on personal diesel generators that are expensive, inefficient, and environmentally unsustainable. Fuel is delivered only once per year via a temporary ICE road, which also serves as the primary freight route for the community. These logistical constraints, combined with rising fuel costs and climate-related disruptions, make energy access unreliable and prohibitively expensive. The lack of dependable power limits housing development, emergency response capabilities, and economic opportunities. Electrification is essential to improving quality of life, supporting tribal sovereignty, and enabling long-term resilience for healy lake and its surrounding homesteads. Project objectives the primary objective of this feasibility study is to determine the technical and financial viability of extending grid-based electrical service to chiefs landing. Specific goals include conducting route analysis, identifying permitting and environmental constraints, assessing electrical load requirements, and designing a conceptual three-phase system. The study will also produce a detailed construction cost estimate and funding strategy to support future implementation. In addition, hlvc will complete all required grant documentation, including progress reports and final closeout, while building internal capacity for infrastructure planning and energy development. Anticipated outcomes by the end of the project period, hlvc will have a comprehensive technical and planning package that includes route surveys, environmental assessments, preliminary engineering design, and a detailed cost estimate for extending electrical service. The study will also generate all required BIA grant documentation, ensuring full compliance and transparency. These deliverables will position the tribe to pursue implementation funding through federal, tribal, or utility-based sources. More broadly, the project will lay the foundation for expanded housing, emergency services, broadband access, and small business developmentadvancing energy equity and long-term sustainability for the healy lake community.
