DESCRIPTION:THE ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG) IN PARTNERSHIP WITH SAN FRANCISCO ESTUARY PARTNERSHIP (SFEP) PLAN TO ADVANCE NATURE BASED SOLUTIONS (NBS) THAT CAN MEET URGENT NEEDS FOR SHORELINE RESILIENCE WHILE IMPROVING SAN FRANCISCO BAY'S WATER QUALITY, WITH A SPECIFIC FOCUS ON THE HAYWARD SHORELINE. THIS PROJECT FILLS IMPORTANT GAPS IN MOVING NBS FROM PLANNING TO IMPLEMENTATION, INCLUDING ADDRESSING PERMITTING, ARRANGEMENTS FOR LONG-TERM GOVERNANCE AND MANAGEMENT, AND TECHNOLOGY TRANSFER. ADDITIONALLY, THE PROJECT WILL TAKE STOCK OF CURRENT OPPORTUNITIES FOR NBS AND ENGAGE POLICYMAKERS TO INCREASE THE PACE AND SCALE OF REGIONAL NBS IMPLEMENTATION. THE PROJECT TACKLES PRIORITIES IDENTIFIED IN THE SAN FRANCISCO ESTUARY COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN (THE 2022 ESTUARY BLUEPRINT), EPA'S STRATEGIC PLAN, AND LOCAL PLANNING DOCUMENTS LIKE THE HAYWARD AREA SHORELINE PLANNING AGENCY SHORELINE MASTER PLAN. THIS ASSISTANCE AGREEMENT PROVIDES FULL FEDERAL FUNDING IN THE AMOUNT OF $4,524,870.00. PRE-AWARD COSTS ARE APPROVED BACK TO 4/15/2024. SEE TERMS AND CONDITIONS.ACTIVITIES:TO IMPLEMENT THE SAN FRANCISCO ESTUARY PARTNERSHIP COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN (CCMP), ABAG WILL DEVELOP AN IMPLEMENTATION STRATEGY FOR THE HAYWARD AREA SHORELINE PLANNING AGENCY'S (HASPA) SHORELINE ADAPTATION MASTER PLAN ('MASTER PLAN') AND STRENGTHEN HASPA'S CAPACITY FOR GOVERNANCE OF THE NBS PROJECTS IN THE MASTER PLAN IN THE LONG-TERM. ABAG WILL ALSO BUILD INSTITUTIONAL SUPPORT AND FACILITATE TECHNOLOGY TRANSFER FOR NBS THROUGH REGIONAL OUTREACH. THIS PROJECT AIMS TO IMPLEMENT THE FIRST MILE HORIZONTAL LEVEE AND DEVELOP A REGIONAL NBS IMPLEMENTATION STRATEGY. SUBRECIPIENT:WORK BY SUB AWARDEES INCLUDE COMMUNITY ENGAGEMENT AND OUTREACH AS WELL AS AID IN PLANNING, PERMITTING, AND IMPLEMENTATION OF THE PROJECT.OUTCOMES:ANTICIPATED DELIVERABLES INCLUDE: IMPLEMENTATION OF HASPA'S ADAPTATION PLAN AND 100% DESIGN OF THE FIRST MILE HORIZONTAL LEVEE PROJECT. THIS PROJECT WILL ALSO PURSUE THE NECESSARY PERMITTING APPLICATIONS FOR IMPLEMENTATION. FINALLY, THE PROJECT WILL HOLD COLLABORATIVE MEETINGS WITH THE SURROUNDING COMMUNITY AND LOCAL ELECTED OFFICIALS TO ENCOURAGE SUSTAINABLE SUPPORT FOR THE PROJECT. EXPECTED LONG-TERM OUTCOMES INCLUDE: INCREASED WETLAND HABITAT, SHORELINE RESTORATION, AND INCREASED RESILIENCE TO NEGATIVE IMPACTS OF SEA-LEVEL INCLUDING THE PROTECTION OF LIFE AND PROPERTY ALONG THE HAYWARD SHORELINE. THE INTENDED BENEFICIARIES OF THIS PROJECT ARE THE RESIDENTS OF HAYWARD, NEAR TO THE SHORELINE, THE GREATER WETLAND HABITAT OF THE SAN FRANCISCO BAY AND THE SCIENTIFIC COMMUNITY THAT AIMS TO IMPLEMENT MORE HORIZONTAL LEVEE PROJECTS THROUGH THE BAY AREA.
