About this award

The Federal Motor Carrier Safety Administration awarded the University of Massachusetts $1,904,096 on December 1, 2025, under the Motor Carrier Safety Assistance High Priority Activities Grants and Cooperative Agreements program (CFDA 20.237) to reduce commercial motor vehicle injury crashes through regional coordination and data-driven safety strategies.

The award funds two interconnected projects. Project #1 establishes the Eastern Service Center CMV Safety Collective, executes the Fifth ESC CMV Safety Summit, and expands the Commercial Vehicle Safety Technical Assistance Center as a regional clearinghouse for tools, resources, and collaboration among key stakeholders to improve regulatory clarity and foster interagency alignment. Project #2 strengthens regional coordination by enabling participating agencies to apply consistent data-driven methods for identifying high-risk locations, selecting inspection focus areas, and evaluating outcomes. Specific performance objectives include demonstrating quarterly active use of the T-Force Analytics Dashboard by at least 12 of the 16 ESC states and territories and deploying a predictive-risk explorer feature with at least 50 active users across 10 or more ESC states and territories.

The period of performance extends from December 1, 2025, to September 30, 2028. Work is performed in Massachusetts.

The University of Massachusetts passed through a sub-award to Nucleus Drivertech Inc. (UEI DHJ2GK8REQD5) on April 10, 2026, for strategic enforcement through innovation in the Eastern Service Center.

Description

Project #1 objective: the proposed project aims to improve regulatory clarity, foster interagency alignment, and reduce CMV involved injury crashes by convening key regional stakeholders, disseminating effective practices, and delivering ongoing technical support. These objectives will be achieved through three core activities: (1) establishment of the eastern service center (ESC) CMV safety collective, (2) execution of the fifth ESC CMV safety summit, and (3) expansion of the commercial vehicle safety technical assistance center (CV-stac) as a regional clearinghouse for tools, resources, and collaboration.project #1 reduction narrative ($406): while revising project #2 budget, the applicant identified the need to make a similar correction in this budget. The comparable technology vendor costs related to CV-ST AC operations were inadvertently included for four years instead of two. Thus, the applicant reduced that line by $250 to reflect a two-year contribution of $125 per year, as well as reduced its indirect costs.project #2 objective: the proposed project will strengthen regional coordination, expand the use of data-informed safety strategies, and support the consistent application of effective enforcement and behavioral countermeasures. The applicants to help participating agencies apply consistent data-driven methods for identifying high-risk locations, selecting inspection focus areas, and evaluating outcomes. Some of specific performance objectives include: 1) demonstrate quarterly active use of the t-force analytics dashboard (defined as logins or data requests) by at least 12 of the 16 ESC states territories by the project end date and 2) deploy a predictive-risk explorer feature or comparable mapping functionality with at least 50 active users across 10 or more ESC states territories.project #2 reduction narrative ($487): the budget s line items for web cloud hosting, saas, etc. Indicated the cost is for four years. FM CSA informed the applicant that, if selected for an award, the grant s period of performance end date for FY25 HP-CMV funds cannot go BEYOND9 30 2027. The applicant revised its budget accordingly, including a reduction in indirect costs.project #3 objective: the proposed project involves implementing the safe roads challenge (a mobile and web-based behavioral program designed to reduce collision risk through real-time feedback, gamified engagement, and incentive-based participation) with a focus on the 1-95CORRIDOR within the ESC region. By analyzing APP-generated driving data, the project will evaluate how different types of messaging and incentive structures influence risky behaviors such as speeding, harsh braking, sharp cornering, and mobile phone use. The applicant plans to use these insights to identify which approaches are most effective at reducing unsafe behaviors across diverse driver cohorts. These results will inform future data-driven safety planning and engagement strategies.
