About this award

The Department of Transportation Maritime Administration awarded the Port of San Diego $37.2 million on August 4, 2026, under the Port Infrastructure Development Program (CFDA 20.823) to rehabilitate two berths at National City Marine Terminal.

The project comprises three components spanning berth infrastructure, terminal utilities, and operational systems. Berth 24-3 and 24-4 rehabilitation includes removal and replacement of approximately 67,500 square feet of concrete deck, replacement of structural steel and structural deck-to-pile connections, and pile resiliency improvements at approximately 59 locations along both berths. The work encompasses replacement of fender panels, fenders, cleats, double bitt bollards, bull rail, safety ladders, potable water service, utility vaults, and expansion joints. The project incorporates stormwater system improvements through installation of trench drains and collection systems strategically placed along the wharf deck to capture runoff from rain and operational activities. Biofiltration systems will treat stormwater before discharge into San Diego Bay, filtering pollutants such as oils, sediments, and heavy metals to comply with National Pollutant Discharge Elimination System permit requirements. Terminal and warehouse lighting upgrades and associated infrastructure improvements are included, along with installation of a terminal management system and associated infrastructure upgrades.

Performance of work occurs in San Diego, California 92101. The period of performance extends from August 4, 2026, through June 28, 2030. Assistance is provided on a reimbursable basis.

Description

The project will upgrade two berths at national city marine terminal ncmt by rehabilitating degraded infrastructure installing terminal and warehouse lighting upgrades and associated infrastructure and the installation of a terminal management system and associated infrastructure upgrades. Activities to be performed the project consists of three components with the following elements and activities component 1 berth rehabilitation berth 24 3 and 24-4 rehabilitation consists of the removal and replacement of approximately 67500 square feet of concrete deck replacement of structural steel structural deck to pile connections and select pile resiliency improvements at approximately 59 locations along both berths at locations identified through final design and construction. Replacement of fender panels fenders cleats double bitt bollards bull rail safety ladders potable water service utility vaults and expansion joints. Stormwater system improvements trench drains and collection systems the existing stormwater system at berths 24 3 and 24 4 will be upgraded with a network of trench drains and inlets strategically placed along the wharf deck. These drains will capture runoff from rain and operational activities channeling water to a centralized stormwater collection system. Biofiltration and water quality treatment the project will incorporate biofiltration systems to treat stormwater runoff before IT is discharged into SAN diego BAY. Biofiltration cells will be installed in landscaped areas near the terminal to filter pollutants such as oils, sediments, and heavy metals. This environmentally friendly solution will help the terminal comply with national pollutant discharge elimination system npdes permit requirements and minimize the ecological impact on the BAY. Compliance with water quality regulations all stormwater improvements will be designed to meet the 85TH percentile storm event standard ensuring that the system captures and treats the majority of runoff from rainfall. No new outfalls are proposed. Pile repair strengthening protection or rehabilitation measures to address structural deficiencies and extend useful life. New pavement markings. Component 2 warehouse lighting upgrades replacement of internal warehouse lighting and associated controls approximately 388 led lightbulbs within on terminal warehouse facilities including warehouse 24 a. Component 3 terminal management system the installation of a terminal management system and associated infrastructure upgrades. Installation of a terminal management system named institute for operations research and management inform terminal technology. Seal coating of approximately 2093938 square feet of terminal ground surfaces. Striping of terminal ground surfaces for layout optimization.
