About this award
The U.S. Department of Transportation's Maritime Administration awarded $8.982 million through the Port Infrastructure Development Program (CFDA 20.823) to the Port of Beaumont Navigation District of Jefferson County for port infrastructure improvements in Beaumont, Texas. The award, effective July 1, 2025, with an ultimate completion date of January 12, 2028, will fund roadway and railroad improvements to enhance cargo movement capacity and port safety. The project encompasses three primary elements: Harbor Island Drive improvements featuring approximately 3 inches of asphalt paving, drainage infrastructure including a 580-linear-foot trench drain and culvert installation, and concrete railroad crossing improvements across approximately 3,575 track feet; 842nd Transportation Battalion slope stabilization and erosion control measures including reinforced concrete roll installation; and Carroll Street improvements with 3-4 inches of asphalt paving, nine catch basin installations, approximately 850 linear feet of high-density polyethylene culvert, and approximately 1,810 track feet of new rail and ballast installation.
These improvements will strengthen the port's transportation infrastructure by enabling safer, more efficient movement of oversized cargo and heavy equipment across port terminals while upgrading approximately 25 railroad crossings and addressing drainage and erosion issues in flood-prone areas. The project will expand cargo capacity at the port's main terminal while improving overall port resilience and operational efficiency in support of regional and national maritime transportation logistics.
Description
The project will link port terminals via an asphalt paved road approximately 3 inches in thickness providing a stronger safer and more resilient roadway for the movement of oversized cargo cranes and other heavy equipment. This project will improve approximately 25 railroad crossings and provide safer access to all terminals by port cranes and oversized cargoes. The project will also improve drainage and erosion issues in flood prone areas and expand the cargo capacity at one of the ports main terminals. Activities to be performed the project will be completed in one component with the following elements. Element 1 harbor island drive improvements mobilization demolition and stormwater pollution prevention plan swppp. Roadway improvements include the following asphalt paving approximately 3 inches excavation. Hot mix asphalt concrete hmac for various types and inches as required includes type D and type B. Flex base cement treated subgrade tack coat drainage items install an approximately 580 linear foot LF. Trench drain a catch basin and an approximately 25 LF RPC culvert. Railroad items install a concrete crossing pane, approximately 3575 track feet. Element 2 842ND transportation battalion slope stabilization drainage items include approximately 400 cubic yards of structure fill in the embankment. Install a reinforced concrete roll to prevent erosion. Element 3 carroll street improvements roadway improvements include site work asphalt paving approximately 3 to 4 inches. Excavation hmac for various types and inches as required includes type D and type B. Flex base cement treated subgrade tack coat drainage improvements include. Regrade the eastern ditch. Install nine catch basins. Install an approximately 850 LF. High-density polyethylene hdpe culvert. Railroad items include. Demolition install approximately 1680 cubic yards of subballast. Install approximately 1810 track feet of new rail and ballast and approximately 550 track feet of concrete crossing panel. Install two rail stops. Approximately 800 cubic yards of ballast fill. Drainage and sediment pond create WO sediment ponds, both approximately 200 feet. Install an approximately 275 LF. Trench drain and an approximately 280 LF. Bulkhead. Deliverables expected outcomes as outlined in schedule G on page 11 of the grant agreement measure category and description measurement frequency pavement condition state of good repair international roughness index IRI. The IRI should be reported as the average for the project study area. IRI should be measured and reported using the aashto standard practice, which calls for the use of a longitudinal profile measured in accordance with advancing standards transforming markets astm E 950 as a basis for estimating IRI. Quarterly. Cargo volume freight. Economic competitiveness and opportunity total gross tons of freight moved per year. Gross tons are defined as freight cargo minus tare weight of the rail cars. Report the total cargo volume and the volume disaggregated by type of freight. Quarterly. Cargo volume vessels. Economic competitiveness and opportunity total tons of cargo moved per year teus or short tons through the project study area. Report the total cargo volume and the volume disaggregated by type of freight IE containers in TEU and bulk in tons or type of intermodal transport truck or rail. Quarterly.
