About this award

The Department of Transportation Maritime Administration awarded the Morgan City Harbor & Terminal District $10 million on December 15, 2025, under the Port Infrastructure Development Program (CFDA 20.823) to expand dock facilities at the Port of Morgan City in Morgan City, Louisiana.

The project funds two components. Component 1 involves construction of an approximately 8,880 square foot wharf relieving platform structure supporting a 440 by 40 foot wharf extension. The wharf extension will be supported by precast concrete piles and precast concrete capsills, with the wharf deck constructed of steel rebar-reinforced cast-in-place structural concrete. Component 2 encompasses construction of approximately 1.6 acres of concrete paved cargo laydown area and associated site infrastructure, including subsurface gravity drainage, utilities, and soil improvements consisting of a deep soil mixing program below the laydown area footprint. Subsurface gravity drainage will be installed north of the proposed bulkhead and between the existing Federal flood protection and the laydown area edge, constructed of precast concrete drainpipe and catch basins. Pump station outfall pipes will be extended through the proposed bulkhead to discharge into Bayou Boeuf.

The project completes all phases of the port's Western Dock expansion, complementing Phase 3A previously funded by the Port and the State of Louisiana. Performance will be measured quarterly by vessel calls and gross tonnage of freight movement within the project study area.

The period of performance extends through March 31, 2028. Work is performed in Morgan City, Louisiana.
