About this award
The U.S. Department of Transportation Maritime Administration awarded Green Hills Regional Planning Commission $10.961 million on December 8, 2025, through the Port Infrastructure Development Program (CFDA 20.823) to upgrade and expand a port terminal in Trenton, Missouri.
The award funds engineering design and construction of six integrated components: project management and environmental review; PS&E development and engineering design for rail expansion; PS&E development and engineering design for waterside improvements; construction of a new 200-foot sheet pile barge dock with mooring structures to facilitate movement of containers and bulk products including steel coils, rebar, food-grade starch, animal feed, and fertilizer; replacement of four deck barges with two new deck barges and eight dolphins equipped with winch systems; and PS&E development, engineering design, and construction of a new 360-by-140-foot bulk agricultural storage building with conveyor systems connecting the rail and barge dock.
The rail component includes approximately 3,519 feet of new track with one main turnout and two parallel spur tracks, expanding working storage capacity from 18 cars to 45 cars. Period of performance extends through October 28, 2027.
Description
The project will upgrade an existing port terminal with a new container dock and related mooring structures add a new rail spur with loading PIT and construct a new 360 by 140 bulk agricultural supply building with conveyors between the rail and barge dock. The new sheet pile barge dock will provide 200 FT of frontage for loading and unloading barges and the rail component consists of approximately 3519 feet of new track which includes 1 main turnout and 2 parallel spur tracks that will add working capacity for 27 more cars adding to the existing 18 car capacity spur for a total working storage capacity of 45 cars. Activities to be performed component 1 project management this component includes project management and consulting related activities including additional survey geotechnical investigation a flood study and permitting necessary to perform and complete an environmental review. Component 2 engineering design for rail expansion the development of a PS and E for the rail infrastructure improvements to include all site survey geotechnical investigation and other design related engineering due diligence. Component 3 engineering design for waterside improvements the development of a PS and E for the waterside improvements infrastructure to include all site survey geotechnical investigation and other design related engineering due diligence. Component 4 waterside improvements instruction construction of a new 200 FT. Sheet pile barge dock to facilitate the movement of containers and bulk products such as steel coils rebar super sacks of food grade starch animal feed and fertilizer. The replacement of 4 deck barges with 2 new deck barges and 8 dolphins equipped with winch systems. Component 5 storage architecture design engineering the development of a PS and E for the storage building infrastructure to include all site survey geotechnical investigation and other design related engineering due diligence. Component 6 storage building instruction construction of a 360 by 140 storage building to keep up with the demand of bulk agriculture products. Procurement of the conveyor system to transport products between the river railroad and highway. Component 7 rail expansion site preparation site preparation for the rail construction to include grading compaction and fill dirt transported from onsite borrow location to support rail expansion activities. This action will require testing and geotechnical services to ensure proper site construction. Component 8 rail expansion construction a new mainline turnout is proposed along the norfolk southern line at the agriservices of brunswick ASB site. The turnout will include an approximately 42 by 75 unloading PIT to unload product onto the proposed conveyor system for delivery to the proposed storage building component 6. After the unloading PIT the turnout will branch into two staging tracks that will accommodate 27 cars each about 65 feet long. Track 1 is approximately 2266 feet long and track 2 is approximately 1253 feet long for a total of approximately 3519 LF of rail track.
