About this award

The Department of Transportation Maritime Administration awarded Matagorda County Navigation District NO. 1 $12 million on August 20, 2026, under the Port Infrastructure Development Program (CFDA 20.823) to rehabilitate bulkhead and vessel berthing areas in Turning Basins 1 and 2 at a port facility in Palacios, Texas.

The project comprises two components: engineering, design, and construction administration services; and construction and shore power installation. Engineering activities include pre-construction design, environmental reviews with geotechnical investigations and field surveys, bid package development, and construction administration oversight. Construction work includes rehabilitation of approximately 5,600 linear feet of bulkhead (approximately 4,064 linear feet installed to 6 feet NAVD 88 and approximately 939 linear feet to 5 feet NAVD 88), installation of approximately 24 vessel-to-shore power stations with multiple outlets on the docks, trenching for electrical lines, and removal of existing infrastructure including finger piers, timber piers, bollards, awning, and timber bulkhead sections.

The rehabilitation improves facility resilience to natural disasters and sea level rise. Work is performed in Palacios, Texas, with a period of performance extending through November 30, 2028. The program funds port infrastructure improvements at coastal seaports, inland river ports, and Great Lakes ports to enhance the safety, efficiency, or reliability of cargo movement through ports and intermodal connections.
