About this award
This $12,513,600 Project Grant award from the U.S. Department of Transportation's Maritime Administration (CFDA 20.823 Port Infrastructure Development Program) will support a comprehensive dockwall rehabilitation project undertaken by the Port Authority of the City of Saint Paul in Minnesota. The project involves installing a new steel sheet pile structure in front of the existing 1,325-foot dockwall, filling the space between the new and existing structures with crushed rock aggregate, and adding a system of grouted anchors and tie rods for structural support. Additionally, the project will create a river-level working area, install a new concrete utility trench and cap, and implement various safety and operational improvements such as fenders, guard rails, handrails, and mooring equipment. The grant funding will cover the costs of environmental reviews, permitting, engineering design, construction administration, and the physical dockwall rehabilitation activities.
Description
The existing SSP structure will remain in place but the space between the new and existing ssps will be filled with clean imported crushed rock aggregate to stabilize the dockwall structure. To provide structural support for the new SSP a new system of grouted anchors and tie rods will also be installed. These structural elements will be subterranean features, extending through the new and existing SSP and beneath the landside operations area. The existing SSP dockwall will be left in place but the top six feet will be cut off to allow installation of the new structural elements. Additionally the downstream end of the dockwall will be lowered in elevation by 8 feet. This will provide a river level working area and additional operational flexibility for servicing tow boats line boats, and other support vessels, which is currently conducted using the working platform provided by the floating wharf barge. Activities to be performed a new concrete utility service trench will be installed above the cut SSP and a new concrete cap will be installed to finish the new SSP. Additional new updated features such as fenders guard rails handrails stairways mooring couplings and bollards will be installed along the top of the new SSP to improve worker safety and operational efficiency. The project includes three components component 1 environment reviews permitting and grant administration environmental assessment. Biological resource review. Cultural resources survey. Section 4F determination. Phase I environmental site assessment ESA. Phase II ESA and preparation of response action plan. Wetland and waterbody assessment. Permitting assistance.
