The Department of Justice Office of Justice Programs Victims of Crime awarded Westcare Arizona I Inc. $500,000 under the Crime Victim Assistance/Discretionary Grants program (CFDA 16.582) on October 1, 2025, to implement the TRI-Safe (Tri-State Safety & Advocacy for Elders) Project through September 30, 2028.
Westcare Arizona will expand direct services for elder abuse, neglect, and exploitation survivors aged 55 and older across Mohave County, Arizona; southern Clark County, Nevada; and eastern San Bernardino County, California. The recipient will hire a dedicated mobile case manager to deliver advocacy, case management, and crisis intervention across homes, hospitals, courts, and community settings. Survivors will be identified through Westcare Arizona's 24-hour crisis hotline, 2-1-1, law enforcement referrals, hospitals, adult protective services, and community members. Services include safety planning, accompaniment to court and medical appointments, emergency shelter access at Westcare Arizona's safehouse, relocation support, and referrals to outpatient or residential substance use treatment. The project targets one of the nation's most underserved rural regions to reduce barriers of distance, mobility, and fragmented service systems. Work is performed in Bullhead City, Arizona.
