About this award
The Bureau of Justice Assistance awarded the Government of the District of Columbia Metropolitan Police Department $10 million on May 1, 2026, under the Law Enforcement Support for Combatting Criminal Aliens, Drug, and Human Trafficking program (CFDA 16.076) to establish and operate a Real-Time Crime Intelligence and Response Network (RCIRN) for the District.
The 24-month project, running through April 30, 2028, integrates advanced analytics with a layered surveillance architecture to unify law enforcement data and identify criminal patterns, networks, and repeat offenders. The platform combines fixed license plate recognition capabilities that continuously monitor high-risk areas with mobile surveillance platforms enabling rapid deployment to hotspots and major events. Key activities include CJIS-compliant governance, multi-source data integration, real-time analytics, intelligence-driven deployment, and workforce training. The Metropolitan Police Department will prioritize equitable deployment, transparency, and privacy protections to strengthen community trust. Performance measures include increased identification of criminal networks, growth in actionable leads, reductions in gang-related incidents, improved response times, and enhanced public safety outcomes. The project addresses escalating challenges in identifying and disrupting gang-related and organized criminal activity across the District through phased deployment, rigorous testing, CJIS-compliant oversight, and structured project management. Work is performed in Washington, DC.
Description
Proposal abstract project title: district of columbia (DC) real-time crime intelligence and response network (RCIRN) the MPD faces escalating challenges in identifying and disrupting gang-related and organized criminal activity across the district. These threats are dynamic, networked, and disproportionately impact vulnerable communities, business districts, and public spaces. Current systemslargely fixed and siloedlimit real-time intelligence sharing, visibility into emerging patterns, and constrain proactive intervention. This 24-month project establishes an RCIRN that integrates advanced analytics with a layered surveillance architecture. The platform will unify law enforcement data to identify patterns, criminal networks, and repeat offenders. A coordinated mix of fixed and mobile surveillance will provide both persistent and flexible coverage. Fixed license plate recognition (LPR) capabilities continuously monitor high-risk areas, while mobile platforms enable rapid deployment to hotspots, and major events. This combined approach enhances situational awareness, interoperability, supports early intervention, and deters criminal activity. Key activities include criminal justice information services (CJIS) compliant governance, multi-source data integration, real-time analytics, intelligence-driven deployment, and workforce training. MPD will prioritize equitable deployment, transparency, and privacy protections to strengthen community trust. Performance measures include increased identification of criminal networks, growth in the number of actionable leads, reductions in gang-related incidents, improved response times, and enhanced public safety outcomes. The project is scalable, sustainable, and replicable. Risk will be mitigated through phased deployment, rigorous testing, CJIS-compliant oversight, structured project management, and continuous monitoring to ensure compliant, effective implementation.
