About this award
The Alabama Board of Pardons and Paroles (ABPP) received a $792,701 Project Grant award from the Department of Justice Office of Justice Programs Bureau of Justice Assistance under the Swift, Certain, and Fair Supervision Program: Applying the Principles Behind Project HOPE (CFDA #16.828) to implement the SCF-Responsive Monitoring of Violent and Sex Offenders program. The program will provide intensive supervision and a specialized sanctions matrix for medium- to high-risk violent and sex offenders in six additional Alabama counties through September 2026. Using GPS monitoring and house arrest, the program aims to reduce recidivism rates in these counties by 50% through swift, certain, and fair responses to violations or compliance. The Alabama Department of Public Health is the parent organization of ABPP, the awardee.
Description
The alabama board of pardons and paroles (ABPP) proposes to implement the SCF-responsive monitoring of violent and SEX offenders (SCF-responsive monitoring) program using swift, certain, and fair responses for medium to high risk offenders, convicted of violent or SEX crimes that are at risk of revocation. ABPP proposes to further expand upon lessons learned from previous SCF grant funding initiatives to address the increasing need for intensive supervision of violent and/or SEX offenders within a community setting by expanding to six additional counties: calhoun, baldwin, cullman, houston, mobile and talladega. Program participants will receive intensive supervision and a specialized response matrix that will define appropriate responses to both violations and compliance. The matrix will accommodate the current environment and availability of jail sanctions and incorporate GPS monitoring and house arrest as intermediate sanctions. Using the 2018 recidivism rates as a baseline, ABPP intends to realize a 50% reduction in recidivism in each of these six counties because of swift, certain, and fair sanctions that are implemented with fidelity.
