About this award
The Red Cliff Band of Lake Superior Chippewa Indians of Wisconsin will receive $900,000 under a five-year Project Grant award from the Department of Justice Office of Justice Programs Bureau of Justice Assistance. The funding supports the Mishomis ("Grandfather") House Recovery Center project under the Justice System Infrastructure Program for Indian Tribes (CFDA 16.596).
The Mishomis House Recovery Center will operate a live-in recovery house for up to six individuals, providing temporary housing and individualized support services to address substance abuse and promote sustained sobriety among adult males returning to the community from incarceration or substance abuse treatment. Services will include access to culturally appropriate behavioral health programs and wraparound case management through the Tribe's "no wrong door" initiative. The project addresses gaps in treatment for high-risk populations and supports the Tribe's efforts to strengthen its justice system infrastructure and respond comprehensively to the opioid crisis through its Tribal Action Plan.
Description
Abstract - ctas FY22 purpose area 3 the red cliff band of lake superior chippewa (red cliff) is submitting this application for funding under ctas FY22 purpose area 3 for the staffing and operation of the mishomis ("grandfather") house recovery center (mishomis house). Mishomis house is a tribally owned multi-level 5,500 square feet building within a residential area of the reservation. The building was once a halfway house and has been used as office space for the last 15 years. IT has been determined fit by the tribal council and red cliff staff to reopen for use as a live-in recovery house for up to 6 individuals. The mishomis house recovery center will address the current GAP in aoda and behavioral health treatment and other services available to individuals at greatest risk of relapse and recidivism - specifically, adult males who are returning to the community from incarceration and/or aoda treatment. This will be accomplished by providing safe and supportive temporary housing during the recovery process, along with a high level of individualized support and access to services to support clients' sustained sobriety and their growing independence in the community. In 2018, the precipitous rise in drug use and drug-related crime on the reservation prompted the red cliff tribal council to declare a state of emergency relating to the opioid, methamphetamine, prescription pill and other drug abuse crisis in the community. Accordingly, red cliff has prioritized increasing community access to programs and services that address the drug crisis and has made significant progress in providing a coordinated, community-wide response to substance abuse, guided by the 4- year aoda tribal action plan (TAP) approved by tribal council on april 5, 2019. The 2019 red cliff aoda tribal action plan (TAP) reflects a recognition among community members and stakeholders of the many opportunities to improve the coordination and delivery of existing available services within the tribe. As a result of these and other long-term planning processes, a "no wrong door" initiative has been enacted across all tribal divisions to allow for wraparound client care and referrals to any service. This initiative is highly complementary and essential to the success of the mishomis house recovery project. The availability of wraparound services, cultural consultants and certified peer specialists on staff and in the greater community will provide critical supports to clients' healing.
