Description

The indiana housing and community development authority ("ihcda") proposes to establish performance- and outcomes-based contracts to provide permanent supportive housing for formerly incarcerated individuals who have a substance use disorder and are RE-entering or currently living in the near east side of indianapolis. Ihcda, the indiana department of corrections, and leading community organizations on indianapolis' near east side are committed to addressing high recidivism rates and lack of housing by partnering to create permanent housing opportunities for approximately 30-35 formerly incarcerated individuals. Ihcda is seeking priority consideration for 1(a) and 1(b). This project will be located primarily in the martindale-brightwood communities, a predominantly black community which has historically been underserved and adversely affected by inequality. Ihcda is proposing to offer to sub-grant award funds to the edna martin christian center, a non-profit community-based organization offering a wide variety of culturally specific services to the martindale-brightwood communities for more than 80 years. Ihcda proposes to allocate a minimum of $300,000 in award funding to the edna martin christian center to deliver case management; landlord recruitment and housing identification; employment services and benefits advocacy; basic tenant assistance; and a wide menu of additional services available through the central location. A detailed explanation of priority considerations 1(a) may be found on p. 10 and 1(b) on p. 14 of the application narrative. Ihcda intends to sub-grant the remaining funds to local organizations offering comprehensive mental health and addiction services, tenancy supports, and additional services required by PSH populations. 10% of grant funds will be reserved to pay for services delivered during the planning and post-implementation periods. The primary activities of the proposed initiative will include establishing performance- or outcomes-based contracts for permanent supportive housing; regular data collection, performance and outcome reviews with project partners and service providers, monitoring, outcomes validation, and incentive payment approvals; providing training on outcomes-based contracting, permanent supportive housing, data collection, and outcome validation; and delivery of evidence-based, high-quality permanent supportive housing. Products and deliverables will include the creation of a participation selection plan, performance- or outcomes-based contracts and a determination of the payment structure, revised contract term report, close-out report, and additional reports as requested by the bureau of justice assistance.
