About this award

The U.S. Department of Agriculture National Institute of Food and Agriculture awarded The Pennsylvania State University $2,754,825 in formula grant funding on October 1, 2025, under the Expanded Food and Nutrition Education Program (CFDA 10.514).

Penn State Extension delivers free research-based nutrition education to income-eligible participants through small-group lessons led by Nutrition Education Advisers (NEAs) who are paraprofessional staff embedded in county extension offices. Programming targets income-eligible youth, young adults aged 18–25 without children, and caretakers of young children. Adult participants receive instruction in food preparation, meal planning, food storage and sanitation, shopping skills, family nutrition, and physical activity for a healthy lifestyle. Youth programming covers food preparation, food safety, snack choices, nutrition and health, and physical activity. Youth participants may join 4-H clubs led by volunteers or attend special summer activities. Lessons include hands-on activities to reinforce content; in-person sessions incorporate food demonstrations to build cooking skills and encourage participants to try new healthy recipes. Programming is held primarily in person in community centers, low-income housing developments, libraries, churches, and other community sites, with virtual offerings available as needed. NEAs receive training in nutrition education and supervision from Extension Educators.

The award covers the five-year period from October 1, 2025, through September 30, 2030. Place of performance is State College, Pennsylvania.

Description

EFNEP abstract for RFA -- penn state extension's expanded food and nutrition education program (EFNEP) provides free research-based educational programs to income-eligible participants to develop the knowledge and skills necessary to achieve a healthful diet on a limited budget. Our goal is to help them use the resources available in the most beneficial and economical ways possible. The program consists of a series of lessons taught in small groups led by nutrition education advisers (NEAS) who are part of the county extension staff. The NEAS are paraprofessional staff hired because of their community connections and ability to build rapport with the program participants. They also serve as role models for the participants. NEAS receive training in nutrition education and are supervised by extension educators. All EFNEP series are free. Programming is primarily held in person in community centers, low-income housing developments, libraries, churches, and various other sites. Programs are offered virtually, when needed, to meet the needs of the participants. All sessions have hands-on activities to reinforce lesson content, and in-person programming includes food demonstrations to build cooking skills and encourage participants to TRY new healthy recipes. Penn state extension's EFNEP does not supply free food. EFNEP programming targets income eligible youth, young adults (18-25 years old) without children, and caretakers of young children. Penn state extension's EFNEP adult programming covers food preparation, meal planning, food storage and sanitation, shopping skills, family nutrition, and physical activity for a healthy lifestyle. The youth programs include food preparation, food safety, snack choices, nutrition and health, and physical activity. Participants may join 4-H clubs or groups led by volunteers and participate in regular meetings. They may also have the opportunity to attend special summer activities. Youth activities are also available to teachers for in-school use. EFNEP evaluations continue to show participants making improvements in diet quality and resource management practices. Every year, penn state extension's EFNEP helps 96-98% of participants make a positive change in any food group.
