About this award

The Department of Housing and Urban Development's Public and Indian Housing Office awarded $222,000 to the City of Muscatine, operating as the Muscatine Public Housing Agency, on September 18, 2025, under the Public Housing Capital Fund (CFDA 14.872) to address capital needs for safety and security emergencies in public housing.

The award supports one-time assistance for safety and security items that the agency could not absorb within its annual capital fund grant allocation. The funding targets emergency safety and security needs, including measures to address crime and drug-related activity within Muscatine's public housing portfolio. HUD set aside this portion of emergency and non-presidentially declared natural disaster funds specifically to support Public Housing Agencies in responding to safety and security emergencies that occurred within the same federal fiscal year in which funding is requested.

Performance period runs from September 18, 2025 through September 17, 2027, with work performed in Muscatine, Iowa. The Muscatine Public Housing Agency, a subsidiary division of the City of Muscatine, serves as the prime recipient. HUD awards such safety and security grants through lottery due to high demand and limits each PHA to one application per federal fiscal year, with a maximum award of $250,000 per grant. The funding award amount is based on proposed cost estimates, unit counts identified in the proposal, and the description of the identified safety and security emergency. An agency is ineligible to receive safety and security funding for the same development or developments for which it has previously received such funding.
