About this program

The Department of Housing and Urban Development's Public and Indian Housing Office distributes funding annually to Public Housing Agencies for capital and management activities under the Public Housing Capital Fund (CFDA 14.872), with the most recent grant awards made on August 3, 2026. The program is active and stable, having awarded 81,424 grants since 1998 with approximately 2,800 awards per year over the past five years and $52.9 billion in total federal dollars obligated. Grant awards are announced within 60 days of annual appropriations enactment and distributed to approximately 2,770 PHAs serving nearly one million public housing units across all 50 states and territories.

PHAs use Capital Funds for modernization, development, management improvements, debt service, and financing costs in public and mixed-finance developments. Recent awards reflect two distinct funding tracks: emergency and disaster set-asides funding safety and security emergencies (maximum $250 thousand per award, lottery-based due to high demand), and annual formula grants funding broader capital and modernization activities (ranging from approximately $45 thousand to over $13 million). Representative recent awards include a Connecticut PHA ($1.2 million for disaster recovery capital needs, May 2026), an Ohio PHA ($13.5 million for capital modernization, April 2026), and multiple state PHAs receiving $250 thousand in emergency safety and security grants (August 2026).

The program operates exclusively as Formula Grants, which account for 100 percent of awards. HUD calculates allocations annually using a formula based primarily on public housing inventory characteristics; there is no competitive application process. PHAs submit annual certifications to verify inventory data in HUD's Information Management System. Appeals of formula allocations must be submitted within 45 days of award announcements. Obligation deadlines can be extended, but expenditure deadlines are firm. The program is governed by 2 CFR 200 and 24 CFR Part 905, with required compliance audits conducted in conjunction with regular PHA audits.

Description

The Public Housing Capital Fund provides funds annually to Public Housing Agencies (PHAs) for capital and management activities, including modernization and development of public housing. The Public Housing Capital fund also permits PHAs to use Capital Funds for financing activities, including payments of debt service and customary financing costs, in standard PHA developments and in mixed-finance developments which include Public Housing. The Public Housing Capital Funds are intended to serve low-income residents.

Eligibility

Applicant eligibility

The PHA must demonstrate that it has the legal authority to develop, own, modernize and operate a public housing development in accordance with United States Housing Act of 1937.

Beneficiary eligibility

Low-income public housing residents.

Uses of assistance

The funds may be used for the development, financing and modernization of public housing developments and for management improvements.

Use restrictions

Funds cannot be used for luxury improvements, direct social services, costs funded by other programs, and ineligible activities as determined by HUD on a case-by-case basis. Assistanc must be used to modernize and/or develop public housing and must comply with the eligible activities of section 9(d) of the US Housing Act of 1937.

Length and time phasing of assistance

The statute requires that CFP funds allocated to a PHA be ninety percent obligated within two years and one hundred percent expended in four years unless the Secretary extends the time period.

How to apply

Application procedure

2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. There is no application for this program because it is based on a formula based largely on the characteristics of the public housing inventory. PHAs maintain accurate information about their public housing inventory in the Information Management System (IMS)/Public Housing Information Center (PIC) system. PHAs submit an annual IMS/PIC Capital Fund certification to certify to the information in IMS/PIC.

Award procedure

HUD calculates the formula and allocates funding annually in accordance with the results of the formula.

Deadlines

Contact the headquarters or regional location, as appropriate for application deadlines. Public Housing Capital Funds are specifically for Public Housing Agencies (PHAs). In general, Capital Fund formula grant awards are announced 60 days after annual consolidated appropriations bill enactment.

Time to approval or disapproval

HUD is required by its annual appropriation to announce award amounts within 60 days of enactment of the appropriation.

Renewals

Obligation deadlines can be extended as long as the extension request is received before the obligation deadline expires. Expenditure deadlines cannot be extended.

Appeals

PHAs can appeal Capital Fund formula grant amounts if they believe HUD made an error in data, such as unit counts or construction dates, with written appeals generally due within 45 days of award announcements. Appeals often center on demonstrating inaccuracies in formula inputs (e.g., building age, cost index) or requesting corrections to, or adjustments of, data in HUD systems.
