About this award

The Department of Housing and Urban Development Public and Indian Housing Office awarded Manchester Housing Authority $250,000 on September 18, 2025, under the Public Housing Capital Fund (CFDA 14.872) to address safety and security emergencies including crime and drug-related activity interventions at public housing developments in Manchester, Georgia. The award is a formula-based emergency allocation drawn from HUD's set-aside for Public Housing Agencies facing capital needs that cannot be absorbed within their annual Capital Fund grants. Manchester Housing Authority must complete funded work by September 17, 2027. The funding supports one-time safety and security items addressing emergencies that occurred within the same federal fiscal year in which the grant was requested. HUD limits each PHA to one safety and security grant application per federal fiscal year, with maximum award amounts of $250,000, and allocates funding through lottery given demand exceeding available resources. The Public Housing Capital Fund permits PHAs to use awarded capital funds for modernization, development, financing activities including debt service, and management activities serving low-income residents. Manchester Housing Authority, headquartered in Atlanta, operates exclusively as a grant recipient administering federally funded housing programs within the Manchester area.
