Description
The public service commission of wisconsin's (commission) office of energy innovation (OEI) administers and implements innovative and effective energy planning, policy, and programming to benefit wisconsin's citizens and businesses. As wisconsin's designated state energy office, the OEI receives funding from the united states department of energy (U.S. DOE) state energy program (SEP), primarily in a three-year formula grant, to fund the state energy office including an annual plan for programming that reflects wisconsin's unique resources and energy goals, as well as delivery capacity. The 2025 program year runs from july 1, 025, through june 30, 2026, and is the first year of the current three-year grant cycle. The activities established in the annual plan are intended to meet the core duties of the OEI, provide programmatic flexibility to adapt to emerging energy issues, and ensure that programming remains compliant with all applicable regulations. Title 10 part 420 of the code of federal regulations governs the purpose and scope, prohibitions, and procedures related to the administration of SEP formula grant funds. Established program goals for state energy offices, including: increase the energy efficiency of the U.S. Economy; implement energy security, resiliency, and emergency preparedness plans; reduce energy costs and energy waste; increase investments to expand the use of energy resources abundant in states; and promote economic growth with improved environmental quality. The OEI will use these operational costs to fund staff and incidentals for the execution of these core functions. All projects are subject to the approval of the commission and as such may be modified during required program design phases.
