About this award
The Department of Housing and Urban Development Public and Indian Housing Office awarded Norwich Housing Authority $250,000 on August 3, 2026, under the Public Housing Capital Fund (CFDA 14.872) to address capital needs for safety and security emergencies in public housing.
The funding supports one-time assistance for safety and security items, including measures to address crime and drug-related activity, that could not be absorbed within the authority's annual capital fund grant. This award is part of HUD's Emergency and Non-Presidentially Declared Natural Disaster Set-Aside, allocated through lottery due to high demand. The maximum grant award amount is $250,000; HUD bases actual funding on proposed cost estimates, the number of units identified in the proposal, and the description of the identified safety and security emergency. The safety and security emergency must occur within the same federal fiscal year in which funding is requested. PHAs are limited to one safety and security grant application per federal fiscal year and are ineligible to receive funding for the same development or developments for which they have previously received safety and security funding.
Norwich Housing Authority, a public housing agency based in Norwich, Connecticut, operates approximately 900 public housing units. The period of performance runs through August 2, 2028. Place of performance is Norwich, Connecticut.
