About this award

Environmental Protection Agency Region 7 awarded the Kansas Department of Health and Environment $5.076 million on January 1, 2026, under the Performance Partnership Grants program (CFDA 66.605) to operate continuing environmental programs for water quality.

KDHE performs municipal pretreatment oversight and permitting, assisting municipalities in developing and administering local pretreatment programs to prevent interference, upset, bypass, or pass-through at publicly owned treatment works. The agency issues and reissues industrial pretreatment permits, conducts audits and pretreatment compliance inspections of KDHE-permitted industries, provides technical assistance, and submits audit and compliance inspection reports to EPA. KDHE supplies EPA with compliance reports for industrial users inside and outside approved local programs, including permit and industry counts, significant noncompliance metrics, compliance rates, and facility-level summaries.

For NPDES permitting, KDHE maintains current permits and completes annual industrial program data verification. The agency continues requiring total nitrogen and total phosphorus monitoring in appropriate major industrial NPDES permits and places nutrient limits in selected permits to reduce nutrient loads. KDHE provides EPA Region 7 with next-year compliance monitoring strategy and alternative plans for construction and industrial stormwater by year-end, maintains compliance rate, submits prior-year compliance monitoring strategy outputs, reports annual permit status across major categories, and submits a year-end list of expired and issued permits.

KDHE also performs compliance evaluation inspections and investigates citizen complaints at NPDES-permitted concentrated animal feeding operations and animal feeding operations.

Performance period extends from January 1, 2026, through December 31, 2027, with place of performance in Kansas.
