About this award

The Louisiana Department of Environmental Quality (LDEQ) received a $3.28 million Nonpoint Source Implementation Grants (CFDA 66.460) formula grant from EPA Region 6, effective October 1, 2025, through September 30, 2030. Under this award, LDEQ implements Louisiana's EPA-approved nonpoint source (NPS) management program to address water quality impairments caused by polluted runoff in targeted watersheds. LDEQ directly delivers watershed assessments, surface water quality sampling, watershed implementation plan (WIP) development, source water protection initiatives, aquifer sampling and assessment activities, and public outreach and education on NPS pollution.

LDEQ manages subawards to four watershed support organizations—the Capital Resource Conservation and Development Council, Barataria-Terrebonne National Estuary Program, Louisiana Rural Water Association, and the Lafayette Parish Bayou Vermilion District—to support water quality monitoring and public education efforts at the local level. The grant-funded activities support Louisiana's statewide and watershed-specific annual milestones for partially or fully restoring impaired waters and include structural and non-structural best management practices (BMPs), technology demonstrations, and monitoring initiatives. Anticipated deliverables include the NPS Management Plan, Quality Assurance Project Plan revisions, annual reports, and a final report documenting progress toward water quality restoration goals.

This agreement provides support to the state of louisiana to implement its nonpoint source management program, focusing on watersheds with water quality impairments caused by polluted runoff from nonpoint sources. Nonpoint source implementation projects include a variety of structural and non-structural best management practices (BMPS), watershed planning, monitoring, technology demonstrations, and a variety of education/outreach programs. Activities:the proposed work in this agreement includes four projects that will support the goals and objectives set in the state's U.S. EPA-approved FFY 2023 - 2027 nonpoint source (NPS) management plan. The state's management plan includes statewide and watershed annual milestones to partially or fully restore impaired waters in louisiana. Projects and activities described in this work plan assist the state in meeting those water quality goals. The louisiana department of environmental quality (LDEQ) will manage the state's NPS program by conducting watershed assessments, sampling surface water quality, writing watershed implementation plans (WIPS), and conducting source water protection and aquifer sampling and assessment activities. In addition, LDEQ will conduct public outreach and education on NPS pollution directly and by partnering with watershed support groups in the state. Subrecipient:the LDEQ plans to issue subawards to watershed groups in the state to support their work in monitoring surface waters for nonpoint source pollution and conducting public education and outreach. The LDEQ expects to make subawards to the capital resource conservation and development council, barataria-terrebonne national estuary program, louisiana rural water association, and the lafayette parish bayou vermilion district.outcomes:the anticipated deliverables and expected outcomes include the nonpoint source (NPS) management plan, quality assurance project plan revisions, final report, annual report, and end-of-year meeting and report. The louisiana department of environmental quality (LDEQ) will conduct watershed assessments, sample surface water quality, and write watershed implementation plans (WIPS). In addition, LDEQ will conduct source water protection and aquifer sampling and assessment, to identify and prevent NPS pollution in areas near public water sources. The LDEQ will conduct public outreach and education on NPS pollution directly and by partnering with watershed support groups in the state. The long-term outcome of this project is an improved understanding of the water quality in louisiana's lakes, rivers, streams, and other surface water bodies.
