Description

This agreement provides support to the state of new mexico to implement its nonpoint source (NPS) management program, focusing on watersheds with water quality impairments caused by polluted run-off from nonpoint sources. Nonpoint source implementation projects include a variety of structural and non-structural best management practices (bmps), watershed planning, monitoring, technology demonstrations, and a variety of education/outreach programs. The primary goal is to develop and implement a program that will restore impaired waters and prevent impairments from occurring in threatened waters. Achievement of this goal is defined as assisting in NPS total maximum daily loads (tmdl) and tmdl alternative development and implementation through watershed-based plan (WBP) development and WBP implementation. The new mexico environment department (nmed) issues and oversees groundwater quality protection permits, known as discharge permits, for many NPS discharges such as large capacity septic
