DESCRIPTION:THIS AGREEMENT WILL PROVIDE FINANCIAL ASSISTANCE TO THE RECIPIENT FOR THE IMPLEMENTATION OF ITS PROGRAM TO ENSURE THAT UNDERGROUND SOURCES OF DRINKING WATER ARE PROTECTED FROM ENDANGERING INJECTION ACTIVITIES, IN WHICH TREATED WASTE WATER IS INJECTED INTO THE GROUND BETWEEN IMPERMEABLE LAYERS OF ROCK FORMATION. AWARDS PURPOSE: PREVENTION OF DRINKING WATER CONTAMINATION AND PROTECTING HUMAN HEALTH. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE THE DEVELOPMENT AND MAINTENANCE OF INVENTORIES OF INJECTION SYSTEMS; THE DEVELOPMENT AND MAINTENANCE OF DATABASES HOUSING COMPLIANCE INFORMATION ON UNDERGROUND INJECTION WELL ACTIVITIES; THE IMPLEMENTATION OF PERMITTING ACTIVITIES; AND THE IMPLEMENTATION OF ENFORCEMENT PROGRAMS. OTHER ACTIVITIES INCLUDE UNSCHEDULED, UNANNOUNCED SITE INSPECTION OF A WELL AND WITNESS MECHANIC INTEGRITY TESTS; CONDUCT FIELD INSPECTIONS OF WELLS; IMPLEMENTING RISK BASED WELL INSPECTIONS USING GIS; TRAINING NEEDED FOR NEW STAFF; ATTEND REGIONAL MEETINGS, AND PUBLIC OUTREACH.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED OUTCOME IS THAT UNDERGROUND SOURCES OF DRINKING WATER ARE PROTECTED FROM UNDERGROUND INJECTION ACTIVITIES. DELIVERABLES INCLUDE COPIES OF ADMINISTRATIVE ORDERS CIVIL AND CRIMINAL; COMPLIANCE ENFORCEMENT MEETINGS AS NEEDED; ALL INSPECTIONS VIOLATIONS AND ENFORCEMENT ACTIONS ON FEDERAL FACILITIES WILL BE REPORTED TO EPA. OUTCOME: CONTINUING AN EFFECTIVE PROGRAM ADMINISTRATION AND MAINTAINING A STRONG FIELD PRESENCE TO ENCOURAGE COMPLIANCE WILL ACHIEVE THE OVERALL PROGRAM GOAL OF A CLEANER, HEALTHIER ENVIRONMENT.
