About this program
The Environmental Protection Agency awards grants under CFDA 66.433 to states, territories, and Indian tribes to develop and implement underground injection control (UIC) programs under the Safe Drinking Water Act, with the most recent award issued on October 1, 2025.
The program funds core state UIC program activities: development and maintenance of inventories of injection systems, databases housing compliance information on well activities, permitting determinations for injection wells, and enforcement programs to protect underground sources of drinking water. Injection wells—particularly Class II wells used for oil and gas production disposal—inject treated wastewater between impermeable rock layers. Recipients also conduct field inspections, mechanical integrity testing, and compliance monitoring. Some grants support environmental outreach and training; a few include Class V well regulation (cesspools, motor vehicle waste disposal wells) and seismic activity monitoring in regions with induced seismicity concerns.
The program is predominantly Formula Grants (40 percent of awards, 356 awards) with a substantial Project Grant component (60 percent, 541 awards) and minimal Cooperative Agreements (4 awards). The Environmental Protection Agency holds 84 percent of awards by count (756 awards, $100.8 million federal dollars). The EPA's regional offices fund the remainder: Region 6 (29 awards, $10.7 million), Region 9 (15 awards, $5.1 million), Region 5 (27 awards, $4.8 million), and Region 8 (24 awards, $4.3 million).
Combined federal obligated funding totals $134.2 million across 901 awards since 1996. Recent annual award volume has averaged 20–25 grants per year (2021–2024), declining to 12 awards in 2025 year-to-date. Typical awards range from $35 thousand (smaller states and tribes) to $2 million-plus (Alaska, California, Illinois, Texas). Recent examples include Alaska ($2.195 million, October 2025), Texas ($1.308 million, September 2025), Illinois ($2.093 million, October 2024), and the Navajo Nation ($182 thousand, October 2025). Recipients must demonstrate state adequacy of annual program plans, comply with 2 CFR 200 and 40 CFR 35, designate a state agency to oversee the program, and ensure federal funds do not supplant nonfederal commitments.
