About this award
The National Highway Traffic Safety Administration awarded the Oregon Department of Transportation $320,977 under the Minimum Penalties for Repeat Offenders for Driving While Intoxicated program (CFDA 20.608) on October 1, 2025. This Formula Grant transfers Section 164 penalty funds to support alcohol and drug-impaired driving countermeasures in states that have not enacted and enforced conforming repeat alcohol-intoxicated driver laws meeting federal minimum penalty thresholds for second and subsequent DWI/DUI convictions. The award obligates $320,977 for the period October 1, 2025 through September 30, 2029, with place of performance in Salem, Oregon. Section 164 funds must be used solely for alcohol and drug-impaired driving countermeasures eligible under NHTSA's Section 402 formula grant program or for FHWA Highway Safety Improvement Program hazard elimination activities. ODOT, as Oregon's state transportation agency, administers the award and frequently sub-awards funds to county transportation departments, municipalities, and regional planning organizations for local implementation.
