About this award
The National Highway Traffic Safety Administration awarded the Michigan State Police $873,175 on October 1, 2025, under the Minimum Penalties for Repeat Offenders for Driving While Intoxicated formula grant program (CFDA 20.608). The award funds alcohol and drug-impaired driving countermeasures through the Section 164 transfer program, which allocates funds to states that have enacted and enforce repeat intoxicated driver laws establishing minimum penalties for second and subsequent driving while intoxicated or driving under the influence convictions.
Michigan State Police passes funding to the Prosecuting Attorneys Association of Michigan to deliver training and resources to prosecutors and law enforcement officers handling impaired driving investigations and prosecutions. The training program addresses a critical gap: many prosecutor offices are understaffed with limited resources, and impaired driving cases are frequently assigned to inexperienced prosecutors who must compete against well-funded defense counsel. The Traffic Safety Training Program prepares prosecutors and law enforcement to handle impaired driving cases effectively and successfully, holding offenders accountable and reducing recidivism.
The award runs through September 30, 2029, with place of performance in Lansing, Michigan. Section 164 funds must be used solely for alcohol and drug-impaired driving countermeasures eligible under the NHTSA Section 402 formula grant program or for highway safety improvement activities. Recipients must retain records for three years following submission of final expenditure reports.
