About this award

The National Highway Traffic Safety Administration awarded the Louisiana Highway Safety Commission $1,840,689 in Section 164 transfer program funding on October 1, 2025, under the Minimum Penalties for Repeat Offenders for Driving While Intoxicated program (CFDA 20.608). This assistance type is a formula grant.

Section 164 transfer funds support alcohol and drug-impaired driving countermeasures in states that fail to enact and enforce repeat intoxicated driver laws meeting federal minimum penalty standards for second and subsequent convictions of driving while intoxicated or driving under the influence. Louisiana received access to these transfer funds by providing NHTSA a letter of compliance with the repeat intoxicated driver law requirements.

The recipient is the Louisiana Highway Safety Commission, operating as a division of the Louisiana Department of Public Safety and registered with the System for Award Management since November 2007. The Commission serves as Louisiana's designated highway safety office and administers formula grants for behavioral highway safety initiatives statewide, sub-awarding portions of federal funding to local agencies, law enforcement entities, nonprofits, and other organizations throughout the state. Past sub-awardees have included parish sheriff's offices and police departments, Mothers Against Drunk Driving, the Louisiana State Supreme Court, and specialized service providers delivering impaired driving countermeasures including DWI court management, court monitoring, enforcement programs, and public awareness campaigns.

The period of performance runs from October 1, 2025, through September 30, 2029, with place of performance in Baton Rouge, Louisiana. Section 164 funds must be used solely for alcohol and drug-impaired driving countermeasures eligible under NHTSA's Section 402 formula grant program or for FHWA Highway Safety Improvement Program activities. Recipients must retain records for three years following submission of final expenditure reports and project deliverables.
