Description
The agreement provides funding to support the rhode island infrastructure bank project to provide subawards to local municipalities in rhode island for costs associated with the planning, design, and construction of eligible water quality improvement and protection projects through their stormwater project identification and realization (spire) program specifically geared towards advancing municipal stormwater management projects. Activities:the activities to be performed include the execution and development of stormwater management projects. A number of stormwater management projects have been preliminarily identified through riib's municipal resilience program, rhode island department of environmental management's watershed plans, consultant reports prepared through the rhode island department of transportation consent decree, priority projects identified by the nature conservancy, priority projects identified by the woonasquatucket river watershed council, and numerous local comprehensive, hazard mitigation, and capital improvement plans. These projects will inform the FY22 and FY23 OSG-funded stormwater project identification and realization (spire) process. Project types preliminarily identified include but are not limited to: green streets; infiltration basins; bioretention/bioswales (e.g., rain gardens, tree boxes); permeable pavement; wetland/riparian/shoreline creation, protection, restoration; establishment/restoration of urban tree canopy; replacement of gray infrastructure with green infrastructure including purchase and demolition costs; traditional pipe, storage, and treatment systems (EX.
