About this program
The Environmental Protection Agency awards Formula Grants under the Sewer Overflow and Stormwater Reuse Municipal Grant Program (CFDA 66.447) to states, the District of Columbia, and U.S. territories for planning, design, and construction of combined sewer overflow (CSO), sanitary sewer overflow (SSO), and stormwater management infrastructure projects, with the most recent award issued January 1, 2026.
The program is actively funded and has demonstrated consistent award activity. Over the past five years, the program issued 117 grants across 2022–2026, with an upward trend from 26 awards in 2022 to 35 in 2024, though 2025 and 2026 show reduced pace (16 and 1 award respectively to date). Combined federal dollars obligated total $182.4 million against $199.4 million in combined total obligated, indicating a non-federal cost-share contribution of $17 million. Funding history extends to at least June 2021.
Award activities span planning, design, and construction phases. Recent grants fund integrated stormwater management master plans, technical design documents, sanitary sewer overflow control solutions, rehabilitation and replacement of aging sewer infrastructure, lift station improvements, green infrastructure deployment, infiltration and inflow correction, and stream and wetland restoration. Eligible recipients include municipalities and municipal entities, with strong emphasis on rural and financially disadvantaged communities. Beneficiaries span both urban and rural settings nationwide.
All 117 awards in the portfolio are Formula Grants, distributed across EPA's ten regional offices. EPA Region 5 leads by federal dollars obligated ($33.3 million across 17 awards), followed by EPA Region 9 ($28.3 million, 10 awards), Region 2 ($25.7 million, 8 awards), Region 4 ($23.8 million, 14 awards), and Region 3 ($19.7 million, 15 awards). These five regions account for 72 percent of all federal dollars obligated.
Representative recent awards illustrate scope and scale. Ohio Environmental Protection Agency received $2.8 million (January 2026) to distribute subawards for CSO, SSO, and stormwater management projects. California State Water Resources Control Board received $4.3 million (September 2025) for stormwater infrastructure planning, design, and construction. Nebraska Department of Environmental Quality received $5.8 million (October 2025) for planning and design of CSO and SSO projects and stormwater management. Pennsylvania (through PennVest) received $3.1 million (October 2024) for rehabilitation and replacement of approximately 55,000 linear feet of sanitary sewer collection in the City of Franklin. Wisconsin Department of Natural Resources received $3.2 million (October 2024) for stormwater runoff projects.
