About this award

The Michigan Department of Labor and Economic Opportunity received a $7.06M formula grant from the Department of Labor's Veterans Employment and Training Service (VETS) under the Jobs for Veterans State Grants (JVSG) program (CFDA 17.801), effective October 1, 2025, through December 31, 2027. This award funds three core staffing positions within American Job Centers across Michigan to deliver employment services to eligible veterans: Disabled Veterans' Outreach Program (DVOP) specialists who provide individualized career services to veterans with significant employment barriers, particularly economically or educationally disadvantaged veterans; Local Veterans' Employment Representatives (LVERs) who conduct employer outreach and advocacy to increase hiring opportunities for veterans with disabilities; and consolidated DVOP/LVER staff serving in a dual capacity.

The grant serves a target population that includes service-connected special disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans, and veterans with other significant barriers to employment. As a formula grant awarded to a state workforce agency, this funding does not involve subawards and is allocated based on established federal formulas under 20 CFR 1001.150-152. Grant recipients are required to maintain compliance with all applicable regulations and must expend annual allocations within a three-fiscal-year period.

Description

The jvsg program supports the disabled veterans' outreach program (DVOP) specialist position, local veterans' employment representative (LVER) staff, and consolidated position staff in american job centers (AJCS) across the country. DVOP specialists provide individualized career services to veterans with significant barriers to employment, with the maximum emphasis directed toward serving veterans who are economically or educationally disadvantaged. Lvers conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans and encourage the hiring of disabled veterans. Consolidated position staff serve in a dual role as DVOP and LVER. Jvsg-funded staff prepare america's veterans and transitioning service members for meaningful careers, provide them with employment resources and expertise, and promote their employment opportunities. Veterans and eligible persons with emphasis on service-connected special disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans and veterans with other significant barriers to employment.
